The Ministry of Land, Infrastructure and Transport (MOLIT) will establish basic maintenance guidelines for 111 aging planned cities, including first-generation new towns, between this month and next month.


On the 25th, MOLIT announced on the 24th that it will hold the 2nd Special Committee on Maintenance of Aging Planned Cities in Seoul to review the 'Basic Maintenance Guidelines for Aging Planned Cities.' The special committee is a statutory body that reviews MOLIT's basic guidelines and consists of 30 members in total: the chairperson (Minister of Land, Infrastructure and Transport), 13 government members, and 16 civilian members.


After the special committee's review, MOLIT plans to complete the establishment of the maintenance guidelines as early as this month or by next month at the latest. The basic guidelines serve as the government's guideline for setting up basic plans for maintenance projects in aging planned cities nationwide. Based on the draft guidelines prepared by MOLIT last August, opinions from local governments across the country are collected and finalized through the special committee's review.


According to the draft guidelines prepared by MOLIT, dedicated teams will be formed for each local government to actively support public initiatives. Through this, support for maintenance simulations based on digital twins and the introduction of future mobility infrastructure such as autonomous driving and Urban Air Mobility (UAM) will be enabled.


The guidelines also include standards and principles for establishing basic plans. To strengthen urban functions during maintenance projects, an 'Industrial and Economic Revitalization Planning Standard' is presented, designating knowledge-based service industries such as software and research and development (R&D) as key industries to attract. This standard also sets a target job-to-residence ratio, which is the number of workers per household.


Additionally, there is a 'Residential Environment Improvement Planning Standard' to ensure that increasing floor area ratios does not harm the residential environment. This requires local governments to evaluate factors such as average sunlight hours and the proportion of households with insufficient daylight in their basic plans.


Furthermore, procedures for calculating public contribution fees have been established to facilitate public contributions such as public sale housing and social overhead capital (SOC). Changes to zoning districts (e.g., from Category 3 to quasi-residential) are also permitted. Special provisions such as allowing floor area ratios up to 150% of the legal maximum are included in the guidelines.


Currently, 14 aging planned cities nationwide, including Busan and Incheon, are preparing their basic plans according to these guidelines. Nine local governments, including Daejeon and Gimhae, are also expected to establish their basic plans by the first half of next year.


Park Sang-woo, Minister of Land, Infrastructure and Transport, said, "With the basic guidelines submitted to the Special Committee on Maintenance of Aging Planned Cities, completion is imminent," and added, "We will actively support the rapid establishment of the basic plans that are being developed simultaneously with the basic guidelines."
