"Basically No Intention to Accept"
The National Human Rights Commission of Korea (NHRCK) has determined that Korea Hydro & Nuclear Power (KHNP) did not accept its recommendation to not exclude fixed-term teaching experience when hiring new employees, as KHNP failed to respond regarding the progress of the matter.
On August 25 of last year, the NHRCK recommended to the president of KHNP that fixed-term teaching experience performing the same duties as regular teachers should not be uniformly excluded when converting experience for new hires.
In response, KHNP replied on November 20 of the same year that implementing the recommendation would require revising the "Detailed Rules for Salary Regulations," which is a matter for consultation with the labor union, and that they were reviewing cases applied by other companies while negotiating with the union.
On September 20 of this year, the NHRCK judged that the president of KHNP did not accept the recommendation and requested additional responses several times from KHNP regarding negotiation proposals with the labor union or the progress status, but KHNP did not provide any reply.
The NHRCK explained, "Including fixed-term teaching experience as part of the experience for determining the initial salary step does not infringe on the rights of existing workers but rather broadens the scope of experience recognized when determining salary steps," and added, "Although revising the Detailed Rules for Salary Regulations would make this possible, KHNP’s failure to submit additional materials and only respond that negotiations are ongoing was seen as a lack of intention to accept the NHRCK’s recommendation in practice."
