Inspection of the 194 Billion KRW Daemo Underpass Construction as Part of Yangjae-daero Improvement to Alleviate Chronic Congestion

Seoul Metropolitan Council member Kim Hyun-ki (People Power Party·Gangnam 3, former chairman of the Seoul Metropolitan Council in the first half) visited the construction site of the Daemo Underpass in Gaepo-dong on the 22nd along with residents of Gaepo-dong and Guryong Village.

The site visited is the Daemo Underpass construction site, part of the Yangjae-daero structure improvement project under Section 8 of the Gangnam Circular Urban Expressway construction. About 50 residents from nearby Gaepo-dong apartment complexes and Guryong Village participated, and the Seoul Metropolitan Government’s Urban Infrastructure Headquarters conducted an on-site briefing.


The Daemo Underpass construction is being promoted to facilitate smooth traffic flow by creating a grade-separated section between the Guryong Village entrance intersection and the Gaepo 3rd and 4th complex intersection on Yangjae-daero, as the Gangnam Circular Urban Expressway (from Doksan-dong, Geumcheon-gu to Suseo IC, Gangnam-gu) connects to Yangjae-daero.


Residents have been experiencing difficulties due to traffic congestion on the two-way six-lane road between Gaepo 2nd and 3rd complexes near the Daemo Underpass construction site. To secure an eight-lane road in both directions from the current six lanes, the Urban Infrastructure Headquarters has held extensive discussions and consultations, implementing night and weekend construction to enable early opening. This effort has shortened the construction period by about three months, resolving traffic congestion from the end of October.


The Daemo Underpass project involves a total budget of 194 billion KRW. Council member Kim Hyun-ki secured 10 billion KRW in the 2018 budget and the project began on July 1 of that year. However, due to insufficient budget support from Seoul City, construction made little progress until Kim Hyun-ki assumed office as the chairman of the 11th Seoul Metropolitan Council in the first half, after which he secured a substantial budget and full-scale construction is now underway.


Council member Kim Hyun-ki stated, “Changing the current two-way six-lane section to eight lanes due to the Daemo Underpass construction will minimize traffic inconvenience for residents near Gaepo-dong, Gangnam-gu.” He added, “We will continue to provide active support to ensure the entire project is completed, including the opening of the Daemo Underpass in December 2025 and the restoration of the upper road by December 2026.”
