Request to Establish Employment Extension Measures
Urged Daegu City in a 5-Minute Speech
Daegu City Council member Kim Won-gyu (People Power Party, Dalseong-gun 2) will urge the "Guarantee of Employment Period for Vulnerable Workers in Apartment Complexes" during a 5-minute free speech at the 3rd plenary session of the 312th extraordinary meeting held on the 21st.
As a result of Kim Won-gyu's investigation into the employment status of vulnerable workers in apartment complexes throughout Daegu, security workers and cleaning workers with contracts shorter than one year accounted for 36% (1,770 people) and 38% (1,877 people) of all workers, respectively.
Most apartment complex workers are elderly and are indirectly employed through service companies, making it difficult to recognize the expectation of contract renewal equivalent to indefinite contracts, even if short-term contracts are repeatedly renewed over a long period.
Council member Kim of Daegu City Council stated, "Although the 'Ordinance on the Promotion of Human Rights for Apartment Complex Management Workers in Daegu Metropolitan City' was enacted in August 2023, no policies that apartment complex workers can tangibly feel have been introduced so far," adding, "Vulnerable workers in apartment complexes are in desperate need of local government attention and support, which is why I decided to deliver this 5-minute free speech."
In this speech, Council member Kim plans to propose guaranteeing employment stability for vulnerable workers through the revision of the Daegu City Apartment Complex Management Regulations, improving the model apartment complex system, and introducing an employment support subsidy system to resolve employment insecurity among vulnerable workers in apartment complexes.
Council member Kim of Daegu City Council emphasized, "Vulnerable workers in apartment complexes are also someone's mother and father," and said, "I will urge Daegu City to proactively discover and implement policies to promote their human rights and improve their employment environment."
