Gyeonggi-do to Resolve 99 Unsold Public Facility Sites in Completed Public Housing Districts

Gyeonggi-do to Resolve 99 Unsold Public Facility Sites in Completed Public Housing Districts Gyeonggi Provincial Government

Gyeonggi Province conducted an inspection of the unsold status of public facility sites (public and private) within 30 housing and public housing districts that have been completed for more than two years, revealing that 99 public facility sites (610,000㎡) in areas such as Paju Unjeong remain unsold.

This inspection was carried out as part of Gyeonggi Province's biannual unsold land management checks.

From September 4 to 25, Gyeonggi Province examined a total of 114 sites, including 88 sites in 19 housing development districts and 26 sites in 11 public housing districts, to verify ▲ the utilization status and plans for unsold public facility sites ▲ the purchase intentions of designated purchasing institutions for the respective sites ▲ purchase plans and reasons for purchase delays ▲ and the status of land use changes for sites where purchase was abandoned.

As a result of the inspection, two sites, namely the school sites in Gimpo Yanggok and Siheung Mokgam, were sold.

Thirteen sites, including the fire station site in Yongin Heungdeok and the elementary school site in Hwaseong Bongdam 2, are currently coordinating specific schedules with designated purchasing institutions such as fire stations and education offices. However, among the 99 sites with no sales plans, 47 sites have expressed purchase intentions by designated purchasing institutions but are in a 'pending' status due to reasons such as lack of budget and insufficient administrative demand. The remaining 52 sites are those where designated purchasing institutions have abandoned purchase, and the respective local governments are reviewing land use changes through district unit plan amendments.

If unsold sites remain as vacant land without being utilized as originally planned for schools, public offices, urban support facilities, parking lots, religious facilities, etc., there is a high risk of landscape degradation, illegal dumping of waste, and inconvenience to residents of nearby apartments where occupancy has been completed.

Gyeonggi Province has requested cooperation from project implementers such as the Korea Land and Housing Corporation (LH) and related agencies to devise temporary utilization plans and create land demand through land use changes for public facility sites that are under long-term purchase suspension or where purchase has been abandoned by the responsible local governments.

A Gyeonggi Province official stated, "We will do our best to minimize inconvenience to residents and revitalize project districts by continuously inspecting the management status of unsold public facility sites and preparing institutional improvement measures for their early resolution."
