'Incheon City Superintendent of Education Office Private Consignment Strengthening' Amendment Passes City Council Standing Committee

Representative Proposal by Education Committee Member Jeong Jong-hyeok

Management of private consignment for the Incheon Metropolitan Office of Education is expected to be strengthened.

According to the Incheon City Council on the 16th, the partial amendment ordinance on private consignment of the Incheon Metropolitan Office of Education, which was proposed by Assemblyman Jeong Jong-hyeok (Seo-gu 1·Min) of the Education Committee, passed the standing committee review on the 14th.

The amendment stipulates that before the superintendent decides on private consignment, the feasibility of the project must be reviewed in advance, and the consent of the Incheon City Council must be obtained for the consignment to be possible. This is to prevent abuse of private consignment and to enhance transparency and fairness by disclosing the selection criteria and scoring for the consignment period.

Additionally, a clause mandating performance evaluation was newly established to thoroughly review the outcomes after the consignment project ends, ensuring continuous improvement of private consignment and enhancing the quality of public services.

Assemblyman Jeong emphasized, "The amendment introduces prior appropriateness review of private consignment, city council consent, and post-performance evaluation to ensure that private consignment is conducted more cautiously and systematically," adding, "I hope that private consignment will be operated fairly and transparently under the responsibility of the Metropolitan Office of Education, providing public services that gain greater trust from citizens."

The ordinance is scheduled to be finally approved at the plenary session on the 24th.
