A public housing complex with up to 22 floors and 1,240 households will be built on the former Seongdong Detention Center site near Ogeum Station on Lines 3 and 5.

On the 16th, Seoul City announced that the 8th Public Housing Integrated Deliberation Committee conditionally approved the 'Songpa Creative Innovation (former Seongdong Detention Center) Public Housing Construction Project.'


The Songpa Creative Innovation Public Housing Construction Project is a plan to build public housing, including long-term rental units, on two public housing sites (47,440㎡) in Garak-dong 162, Songpa-gu.


According to the project plan, Seoul Housing and Communities Corporation (SH Corporation) will supply a total of 1,240 public housing units across 19 buildings, ranging from three basement floors to 22 above-ground floors. Some units will be provided as long-term rental housing types I and II for the homeless and newlyweds. By site, Complex 1 will have 241 units in buildings from three basement floors to 22 above-ground floors, and Complex 2 will have 999 units in buildings from three basement floors to 20 above-ground floors.


Seoul City decided on a preliminary negotiation district unit plan for the Seongdong Detention Center site in 2021 and selected it as a pilot public sector site for the 'Seoul Urban and Architectural Design Innovation' in March 2023. Instead of box-like apartments, the plan is to create a public housing complex with diverse unit sizes and layouts, featuring distinctive facades and unique designs.

The complex will include public pedestrian pathways connecting the interior and exterior, with playgrounds, resting gardens, and art decorations arranged organically. Unit sizes will consist of exclusive areas of 49, 59, and 84㎡, applying various heights and facades per building to consider the skyline. The lower floors will house resident convenience facilities such as a library, fitness center, caf?, community care center, digital media room, and neighborhood living facilities.


Seoul City plans to proceed with the project aiming for housing construction plan approval in December, groundbreaking in the first half of 2025, and completion in the second half of 2028. Additionally, various lifestyle convenience facilities, including community communication hubs, will be developed around the project site to revitalize the area.


Han Byung-yong, Director of the Seoul Housing Office, said, "Until the completion of the Songpa Creative Innovation Public Housing Construction Project, Seoul City will actively work to create a high-quality residential environment and ensure that homeless real demanders and newlyweds moving in can live long-term and dream of raising children in this new residential complex."
