Yongsan-gu, Seoul (District Mayor Park Hee-young) announced on the 15th that it has published the "2024 Yongsan-gu Proactive Administration Casebook," compiling 16 exemplary cases of proactive administration carried out across the district government over the past two years.
The proactive administration casebook has served as a guide to enhance employees' understanding of proactive administration and to spread a culture of proactive administration within the organization. The title of the casebook is "If You Have a Proactive Heart for the Residents, Administration Can Change."
The casebook includes definitions of proactive administration, information on support systems, and introductions to exemplary cases. The case titled "Yongsan-type Safe Return Path Utilizing Big Data," featured in the "Safe City" section of the casebook, won the Excellence Award at the second half of 2023 Seoul City Proactive Administration Competition and the Prime Minister's Award at the 2023 Proactive Administration Competition hosted by the Ministry of the Interior and Safety.
The Yongsan-type Safe Return Path is the first in the nation to install sensor-type light-emitting diode (LED) building number plates in safety-vulnerable areas. These are solar-charged and automatically light up when pedestrians approach after sunset. They also include QR codes with location information for emergency reporting to 112 and 119. The "Maintenance and Management Project for Private Drainage Facilities within Road Areas," which actively interpreted discretionary provisions under the law to resolve residents' inconveniences and prevent safety accidents, is another case that significantly enhanced residents' practical experience of administration.
The "Smart City" section includes the Information Communication Plaza for tasks related to facilities donated through private development projects and the modernization project of Yongsan Yongmun Market facilities. Examples of creating a "Livable City" include the temporary opening of sports facilities in Yongsan Park for Yongsan-gu youth and the Itaewon Healing, Recovery, and Harmony Project "Itaewon Again, Spring."
The proactive administration casebook was distributed to all departments and neighborhoods to encourage a culture of proactive administration within the organization. It can also be viewed on the proactive administration bulletin board on the district's official website.
District Mayor Park Hee-young stated, "The proactive attitude of Yongsan-gu public officials toward residents drives changes in district administration and is the driving force behind creating a happy Yongsan. We will generously support our employees so that they face no difficulties in actively carrying out their work."
