"Request to Build High-Rise Buildings to the Maximum Extent Allowed by Law"

Seoul Housing and Communities Corporation (SH Corporation) announced plans to redevelop the Seongsan permanent rental apartment complex into a building up to 65 stories high. They also plan to propose redevelopment of the Gayang and Deungchon districts to supply up to 100,000 rental housing units with buildings up to 70 stories tall.

At a press conference held on the 14th in Mugyo-dong, Jung-gu, Seoul, Kim Heon-dong, president of SH Corporation, stated, "Following the first phase of the redevelopment project for aging public rental housing, including Hagye 5 Complex and Sanggye Madeul Complex, we are preparing the second phase for Seongsan and Gayang." He added, "For the Seongsan permanent rental apartments, we are planning various concepts and designs to obtain approval for redevelopment up to 65 stories."


The Seongsan permanent rental apartments, completed in 1991, house 1,807 households including low-income families and people with disabilities. SH Corporation is promoting a redevelopment project to supply up to 2,952 units of public rental and long-term lease housing with a maximum height of 50 stories. In the bidding for the redevelopment project service contract held last July, the maximum height was planned as 50 stories based on quasi-residential zoning. The project aims for district designation in 2025, project plan approval in 2027, and completion in 2032.


Additionally, Kim mentioned that the 34 complexes with 40,000 households supplied in the Gayang and Deungchon housing districts could be redeveloped to supply up to 100,000 rental housing units. He said, "The Gayang and Deungchon districts' rental apartments are now 30 years old and need reconstruction (redevelopment of aging rental housing), which will be pursued up to 70 stories."


Kim added, "The Gayang and Deungchon housing districts were developed by SH Corporation 30 years ago, and areas without height restrictions could receive approval for buildings up to 70 stories. We are not sure if approval will be granted, but we plan to propose it accordingly."


He further explained, "Increasing supply in Seoul is much better than building apartments in Gyeonggi Province. Since we are rebuilding anyway, we will request to build as high as possible within the limits allowed by law and the authority of the Seoul mayor."


Kim also expressed the view that SH Corporation could directly develop some plots in the Yongsan International Business District, a joint project with Korail, to supply rental housing and other facilities.


He said, "Once the development plan is decided around early next year, SH will directly develop certain parts, possibly building mixed-use residential towers, and supply public rental housing better than Tower Palace."
