The Israeli military detected signs of reconstruction by the Palestinian armed faction Hamas and expanded military operations again in northern Gaza on the 5th under the pretext of preventing this. On the 7th, they advised residents in northern Gaza, including Jabaliya, which has a large refugee camp, to evacuate.

The Israeli military stated, "We are conducting operations with a large-scale deployment of forces in this area." Local videos uploaded online showed overturned cars scattered on dusty streets, buildings reduced to rubble, and residents desperately trying to leave the area. CNN explained that this recalls the early stages of the war when the Israeli military focused on attacks in northern Gaza.

However, M?decins Sans Fronti?res (MSF) reported that thousands of residents are still staying in refugee camps due to ongoing attacks around evacuation routes. Residents in northern Gaza are also suffering from hunger. The United Nations World Food Programme (WFP) stated that no food has entered northern Gaza since early this month, putting one million people at risk of starvation.

According to the WFP, the number of relief trucks entering northern Gaza was about 700 in August and about 400 in September. The suspension of civilian commercial activities at the Allenby border crossing between the West Bank and Jordan in September reduced the inflow of relief supplies. In October, no relief trucks entered at all. In a report released on the 9th, the WFP stated that the inflow of relief supplies into northern Gaza dropped to the lowest level in months, forcing the suspension of food parcel distributions in October.

The WFP expressed concern, saying, "Hunger remains severe and the threat of famine continues," and warned, "If relief activities do not resume, one million vulnerable people will lose their lives."
