[2024 National Audit] Police, Stalking Offenders' Electronic Anklet Application Rate Only 2.7%

The number of applications for electronic monitoring devices (electronic anklets) to track the location of stalking offenders by the police accounted for only 2.7% of the total.

According to the office of Yong Hye-in, a member of the National Assembly's Public Administration and Security Committee from the Basic Income Party, from January to July this year, the number of applications for electronic anklets was 182, accounting for 2.7% of the total.


Reviewing the 112 report handling status from last year and this year, on-site case closure was the highest at the 42% level. Although a year has passed since the amendment of the Stalking Punishment Act, there are criticisms that police investigation practices have not changed.


The amendment to the Stalking Punishment Act focuses on ▲ the deletion of the provision for offenses that cannot be prosecuted without the victim's complaint ▲ introduction of electronic anklets ▲ expansion of emergency and provisional protective measures in terms of subjects and duration.


Representative Yong emphasized, "The police are failing to properly protect victims in line with changes in the system," and added, "They must actively file charges against stalking acts and protect victims."
