Gyeonggi-do Public Construction Support Center Established in Yeoncheon-gun as Part of Northern Gyeonggi Large-scale Development
49.3 Billion KRW Invested by 2029... Four Buildings Including Northern Specialized Training Center to Be Built
Construction Planning Agency Reviews from Planning Stage... Expected Improvement in Building Quality
The Gyeonggi-do Public Construction Support Center will first implement the architectural planning agency pilot project at the ‘Gyeonggi-do Fire Academy Northern Campus Construction Project.’
The Gyeonggi-do Public Construction Support Center is responsible for reviewing project plans and foreseeable issues before the design phase of each department’s projects to improve quality. Previously, each department conducted architectural planning and then underwent a preliminary review, but the ‘architectural planning agency pilot project’ involves the Public Construction Support Center directly handling the architectural planning to enable faster and more meticulous design.
This year’s pilot project target is the Gyeonggi-do Fire Academy Northern Campus. By 2029, a total project cost of 49.3 billion KRW will be invested to construct four buildings?the Northern Specialized Training Center, Basic Training Center, Welfare Center, and Citizen Safety Camp?on a 212,541㎡ site in Tongguri, Baekhak-myeon, Yeoncheon-gun.
This is the first branch case of a provincial agency following the declaration of the Gyeonggi Northern Special Autonomous Province vision last year, and it follows the proactive promotion plan of the ‘Gyeonggi Northern Grand Renovation Project’ announced by Governor Kim Dong-yeon on the 11th of last month. The establishment of the Gyeonggi-do Fire Academy Northern Campus is expected to expand educational and training opportunities for firefighters in northern Gyeonggi-do and allow residents of northern Gyeonggi-do to conveniently access fire safety education, thereby raising fire safety awareness. Additionally, it is anticipated to serve as a catalyst for regional development and economic revitalization through job creation and increased visitors in the Yeoncheon area.
The Gyeonggi-do Public Construction Support Center will directly conduct the architectural planning for the Northern Campus by the end of November. Architectural planning, the first stage of public construction projects, is a crucial process conducted before design to enhance the public value and design quality of the construction project by addressing the project’s necessity, energy efficiency and sustainability, spatial composition, and operational plans.
The province explained that when the Public Construction Support Center performs architectural planning, the project plan preliminary review is exempted under the ‘Architectural Service Industry Promotion Act,’ which shortens the project duration and ensures a solid project implementation through professional review from the planning stage.
Lee Gye-sam, Director of the Gyeonggi-do Urban Housing Office, said, “We will diligently carry out the architectural planning with the belief that the construction of the Gyeonggi-do Fire Academy Northern Campus will be the cornerstone of the grand development of northern Gyeonggi-do,” adding, “We will ensure that the public building satisfies both the residents of northern Gyeonggi-do and firefighters, instilling pride and allowing for future expansion possibilities.”
Meanwhile, the Gyeonggi-do Public Construction Support Center provides preliminary review and support by related experts on project plans, site suitability, connectivity with surroundings, and foreseeable issues for construction projects with a construction cost of 100 million KRW or more and architectural projects with a design fee of 100 million KRW or more, commissioned by Gyeonggi-do, cities and counties, and affiliated investment and contribution institutions.
