'Rebar Omission' LH Complex, 20% More Rebar Ordered Than Original Design

It has been pointed out that among the Korea Land and Housing Corporation (LH) apartments where rebar was found to be missing in the underground parking lots, some complexes ordered up to 20% more rebar than originally designed.


According to data submitted by LH to Kim Eun-hye, a member of the National Assembly Land, Infrastructure and Transport Committee from the People Power Party, 21 out of 23 LH apartment complexes with missing rebar ordered more rebar than the design quantity.

As a result, in some apartments, the cost of rebar orders increased by at least 400 million KRW and up to 8.5 billion KRW compared to the design phase.


In the case of Pyeongtaek Sosabeol A-7 Block, 2,165 tons of rebar were ordered and constructed, which is 19.5% (353 tons) more than the design quantity of 1,809 tons. Osan Segyo 2 A-6 Block ordered 4,159 tons, which is 5.4% more than the original design quantity of 3,945 tons. The total rebar order cost was 4.3 billion KRW, an increase of 2.4 billion KRW compared to the estimated cost at the design stage.


For Hwaseong Bibong A-3 Block, the rebar order quantity (11,240 tons) was 4.1% (447 tons) more than the design quantity (10,793 tons), and the cost increased by 1.4 billion KRW.


During the actual construction process, some parts of the rebar may become unusable due to cutting and processing. Therefore, contractors usually order more rebar than the design quantity. LH considers construction loss to be around 3%.


However, despite ordering 300 to 400 tons more rebar than the design quantity, the missing rebar issue has raised concerns about LH’s poor management and supervision.


Assemblywoman Kim said, "Even though more rebar than originally designed was delivered to the apartments with missing rebar, the client LH has failed to detect the issue," adding, "It is urgent to normalize LH’s supervision and oversight."
