Completion Rate 6.7%... Prompt Progress Needed for Ordering and Construction Start

It has been confirmed that the ordering and commencement of the 'Single Household and Household Integration' project, part of the remodeling of aging public rental housing promoted by Korea Land and Housing Corporation (LH), are being delayed.


According to data submitted by LH to Jeong Jun-ho, a member of the Democratic Party of Korea representing Gwangju Buk-gu Gap, the remodeling project for aging public rental housing is being postponed again this year.


The remodeling project for aging public rental housing aims to improve living conditions by repairing aging facilities. The main components of the project include four areas: single household and household integration, permanent rental facility improvement, purchased rental facility improvement, and placement of housing welfare officers. However, among these, the 'Single Household and Household Integration' project, which should be carried out over multiple years, has been organized as an annual project, causing a gap between budget execution and actual project progress.


LH originally planned to remodel 8,910 units last year, but as of one year later, only 8,530 units are under construction, showing slow progress. Additionally, 8,990 units are included in this year's remodeling target, but distribution by region has not yet been made, and ordering is also delayed, so actual construction is expected to be possible only next year.


According to the 2023 fiscal year Land, Infrastructure and Transport Committee settlement analysis report by the National Assembly Budget Office, the volume of new remodeling construction started in 2023 reached 10,084 units, but only 674 units were completed by the end of the year, resulting in a completion rate of just 6.7%. Over the past three years, the completion rate of new construction within the same year has also been only 7.9%, making it difficult to feel the practical effects of the remodeling project.


Rep. Jeong stated, “Many citizens living in aging rental housing are not receiving proper housing welfare benefits,” and urged, “The government and LH should take responsibility and promptly proceed with ordering and construction to improve the living environment.”
