Gyeonggi-do Implements 'Temperament Assessment' for the First Time Through Dangerous Dog Breeding Permit System Gyeonggi Province will conduct the province's first 'temperament assessment' on three dangerous dogs raised in the province at Banryeomaru Yeoju on the 10th.

On the 10th, Gyeonggi Province will conduct the province's first 'temperament evaluation' on three dangerous dogs raised at Banryeomaru Yeoju.


According to the Animal Protection Act, to raise a dangerous dog, the owner must submit a breeding permit application to Gyeonggi Province through the local city or county office within 30 days from the date of acquiring ownership. However, the existing 549 dangerous dogs currently raised in the province must obtain a breeding permit by the 26th of this month.


Dangerous dog owners must complete animal registration, subscribe to liability insurance, and undergo neutering surgery before submitting the breeding permit application, and they must bear an evaluation fee of 250,000 KRW.


After receiving the breeding permit application, the province will notify the permit if the temperament evaluation determines that there is no risk of harm to people or animals.


If a dog is highly aggressive but deemed improvable through training and education, the temperament evaluation can be retaken up to two times. However, if it is judged that there is a significant risk to public safety, the breeding of the dangerous dog will not be permitted.


Raising a dangerous dog without a permit will result in imprisonment for up to one year or a fine of up to 10 million KRW.


For the convenience of dangerous dog owners, Gyeonggi Province has prepared temperament evaluation locations at three sites: Goyang (Deoksu Park Dog Playground), Hwaseong (Banryeomaru Hwaseong), and Yeoju (Banryeomaru Yeoju), and plans to select one more site in the future to conduct evaluations in a total of four regions.


Additionally, to facilitate early establishment of the system, a free mock test service will be provided for the first 50 dangerous dogs that apply for the breeding permit on a first-come, first-served basis.


Lee Yeon-sook, Director of the Animal Welfare Division of Gyeonggi Province, stated, “Through the dangerous dog breeding permit system, we expect safer management of companion dogs and the creation of a proper companion animal culture,” and urged, “Existing dangerous dog owners should promptly submit their applications to the local city or county office to ensure they receive the breeding permit by October 26 of this year.”
