The Korea Communications Commission announced on the 7th that it has improved the non-face-to-face (online) I-PIN issuance procedure for children under the age of 14. I-PIN is the only identity verification method available for children who do not possess a mobile phone or credit card.
For children under 14, non-face-to-face I-PIN issuance is granted after the legal guardian (parent) applies and consents through the I-PIN issuing agency's website or application, and the parent-child relationship between the legal guardian and the applicant child is verified.
Until now, the parent-child relationship between the legal guardian and the applicant child could only be confirmed through resident registration electronic data access if the legal guardian was the head of the household.
If the legal guardian was not the head of the household, non-face-to-face I-PIN issuance was not possible, requiring a direct visit to the I-PIN issuing agency with documents such as a family relation certificate; the number of such cases reached 80,000 last year.
To resolve this inconvenience, the Korea Communications Commission has been consulting with the Ministry of the Interior and Safety since February last year to enable non-face-to-face access to family relation certificates.
The Commission explained that this procedural improvement is expected to contribute to the expansion of childcare, care, and education programs, such as local government care program membership registration requiring identity verification for children under 14, applications for educational certificates, and qualification verification.
