Gapyeong-gun, Gyeonggi Province (Governor Seo Tae-won) announced on the 2nd that it held a research service workshop for the establishment of the Gapyeong Cultural Foundation (tentative name) at Cheongpyeong Midas Resort on September 30th to promote the development of local culture in Gapyeong-gun.

This public-private workshop was held to review the feasibility of establishing and operating a cultural foundation and to gather expert opinions in order to efficiently operate local cultural promotion projects and meet the increased cultural demands of residents.

The workshop was attended by Governor Seo Tae-won, members of the county council, related officials, and representatives of local cultural and artistic organizations, who broadly discussed the feasibility of establishing and operating the Gapyeong Cultural Foundation and matters to be reflected in the research service.

The county plans to establish the Gapyeong Cultural Foundation as a nonprofit foundation funded by Gapyeong-gun, aiming for its establishment in 2027. The main tasks of the cultural foundation are planned to include △ local cultural promotion projects △ promotion of public contest projects from central government ministries and Gyeonggi Province △ entrusted operation of cultural infrastructure (Cultural and Arts Center, Music Station 1939, Cultural Creation Space, Video Media Center), among others.

Based on expert opinions gathered and reflected in this workshop, the county plans to commission the “Basic Feasibility Study for the Establishment of Gapyeong Cultural Foundation” around March 2025. The research service will comprehensively review △ the current status and conditions of Gapyeong’s culture and arts for the establishment of the cultural foundation △ review and analysis of domestic cultural foundation establishment cases △ presentation of establishment and basic operation plans for the cultural foundation △ feasibility of establishing the cultural foundation.

Based on the research service, the county plans to request a preliminary feasibility review from Gyeonggi Province around 2026, conduct a feasibility review by a specialized institution, and after administrative and safety department establishment consultations and deliberations in 2027, enact related ordinances and establish the cultural foundation.

Governor Seo Tae-won said, “We are considering establishing a cultural foundation to revitalize the local economy, improve residents’ welfare, and reduce budgets through efficient operation of existing administrative organizations and invested institutions,” adding, “We will review the establishment of the cultural foundation in a way that meets the increased cultural demands of residents and also helps administrative efficiency and local fiscal expansion.”
