The Teacher Competency Development Evaluation, which had sparked controversy including issues of teacher sexual harassment, will be abolished after 14 years. The Ministry of Education will suspend teacher evaluations this year as it did last year, and will introduce the 'Teacher Competency Development Support System' starting in 2026.
On the 3rd, the Ministry of Education announced, "The existing Teacher Competency Development Evaluation will be abolished, and various information such as multi-faceted peer evaluations, surveys on students' learning and growth through educational activities, and self-assessment results of competencies will be provided so that teachers can refer to and utilize them to improve educational activities."
This means that the existing peer teacher evaluations will be discontinued, with a focus on practically supporting teacher competency development. Efforts to improve educational activities such as teacher competency development and job performance will be reflected in multi-faceted evaluations through teacher interaction and cooperation. The multi-faceted evaluation will shift from the existing year-end performance data-centered approach to a process-centered, competency development-focused evaluation based on observing educational activities over the course of a year.

In particular, the descriptive questions that caused controversy over infringement of teacher authority in the existing student satisfaction surveys will be abolished, and a new 'Student Perception Survey' will be established, where students reflect on their own changes in learning and growth. This method indirectly evaluates teachers by indicating the students' own changes rather than having students directly evaluate teachers. The parent satisfaction survey will be abolished.
Previously, in 2022, controversy spread when sexual harassment and insulting remarks directed at teachers by students were revealed in the descriptive questions of the teacher evaluation at a high school in Sejong City. In response, the Ministry of Education announced it would suspend and redesign the teacher evaluation.

The Ministry of Education plans to introduce an AI (artificial intelligence) customized training recommendation system linked to competency diagnosis results and expand the budget related to training.
Additionally, in cooperation with metropolitan and provincial offices of education, the number of special training participants will be increased and the types diversified to expand incentives. A Teacher Competency Development Center will be established to enable experts to support teacher competency development.
The Ministry of Education and 17 metropolitan and provincial offices of education plan to gradually promote the implementation of the Teacher Competency Development Support System starting in 2026.
