Goyang-si Implements First Suspension of Non-Tax Revenue Collection for Livelihood Delinquent Taxpayers The Goyang City Local Tax Deliberation Committee.

Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 30th that it will suspend delinquent tax enforcement on seized properties that have no practical value to support the economic recovery of delinquent taxpayers.


In particular, the city is implementing the suspension of non-tax revenue delinquent enforcement for the first time this year to support the economic recovery of non-tax revenue delinquents who effectively lack the ability to pay taxes and to promote efficient delinquent management.


The suspension targets approved by the Goyang City Local Tax Deliberation Committee include 32 real estate properties valued under 560,000 KRW, which is less than the enforcement cost, and 6,709 vehicles with no liquidation value and delinquency periods over 20 years, involving 5,587 delinquent taxpayers.


All seizures are scheduled to be lifted after a one-month public notice on the Goyang City website.


However, the city will continuously investigate hidden assets of delinquent taxpayers even after lifting seizures and will immediately proceed with enforcement upon discovery. The city will also regularly check whether delinquents regain payment ability or acquire other assets such as real estate to provide opportunities for voluntary payment, and will implement suspension of collection for delinquents judged to be uncollectible in the future due to lack of assets.


Regarding this measure, a city official stated, “We expect that the decision to suspend delinquent enforcement will ease the burden on economically vulnerable individuals and contribute to revitalizing the local economy through the resumption of economic activities.”
