Certificate of Seal Impression for Submission to Courts and Financial Institutions Excluded
From the 30th, it will be possible to obtain a certificate of seal impression online. This is the first time in 110 years since the certificate of seal impression system was introduced in 1914.
The Ministry of the Interior and Safety announced on the 29th that from 9 a.m. on the 30th, the online issuance service for the certificate of seal impression will be available on the government online civil service site 'Government24 (www.gov.kr)'. The online issuance applies to general-purpose certificates of seal impression used for purposes such as license applications, career verification, and subsidy project applications. Certificates of seal impression submitted to courts or financial institutions are excluded.
Since its introduction in 1914, the certificate of seal impression has been used as a means to verify the individual's intention in various transactions. The individual registers their seal (in-gam) in advance at the local community service center of their address, and when needed, the certificate of seal impression is issued to prove that a specific seal is the one registered by the individual. Previously, regardless of the issuance purpose, all certificates of seal impression required a visit to the community service center, but from now on, certificates of seal impression for purposes unrelated to property rights exercise, such as license applications and career verification, can be issued online.
As of last year, 29.84 million certificates of seal impression were issued. The issuance purposes were 26.68 million (89.4%) for general use, 1.82 million (6.1%) for vehicle sales, and 1.34 million (4.5%) for real estate sales.
To obtain a certificate of seal impression online, users must access Government24 via PC, complete multi-factor authentication including electronic signature (joint certificate or financial certificate) and mobile phone identity verification, then apply by specifying the issuance purpose and submission destination. The certificate of seal impression is issued immediately and can be printed. The issuance is notified to the individual via the National Secretary notification service or mobile phone text message.
However, while on-site issuance of the certificate of seal impression can be requested by an agent with a power of attorney, online issuance through Government24 can only be applied for by the individual due to the nature of the online system.
The Ministry of the Interior and Safety also introduced verification measures to prevent forgery and alteration of online certificates of seal impression. By entering the 16-digit document verification number at the top of the certificate on Government24 or scanning the barcode at the bottom, the authenticity of the certificate can be confirmed. Additionally, a timestamp verification mark that confirms the issuance time down to the second, and an audio conversion barcode for the visually impaired and low-vision users have been applied.
Minister Lee Sang-min said, "The online issuance of the certificate of seal impression is a good example of how the digital platform government can be experienced by the public in daily life," and added, "We will do our best to operate the service so that many citizens can conveniently use the online issuance service for the certificate of seal impression."
