Emphasizing the Introduction of Foreign Workers in the Care Sector

Seoul Mayor Oh Se-hoon expressed his support for the Ministry of Justice's initiative on the 'Top-Tier Visa' and emphasized the necessity of Seoul City's policy to introduce 'foreign domestic managers.'


On the 27th, Mayor Oh stated on Facebook, "This is a proactive measure to secure outstanding foreign talents in AI (artificial intelligence), robotics, and aerospace," adding, "In particular, the plan to offer opportunities to youth from countries that participated in the Korean War through the ‘Youth Dream Visa’ aligns with Seoul City's intention to create a Garden of Gratitude for the sacrifices of the war participants at Gwanghwamun Square, which is very welcome."


The day before, the Ministry of Justice announced the 'New Immigration and Immigration Policy Promotion Plan' containing these details. The plan aims to alleviate public concerns about job displacement by announcing the appropriate visa quota needed annually in advance and to prevent conflicts arising from indiscriminate foreign inflows. Through this, the government plans to secure more than 100,000 additional professional and skilled workers, who form the foundation of key industrial competitiveness, within five years.

Mayor Oh said, "We need to take such a progressive approach not only in advanced fields but also in the care sector, which supports the foundation of our society," adding, "In ten years, the demand for care will more than double compared to now, but the supply of personnel to meet this demand will be severely insufficient."


He then emphasized Seoul City's policy to introduce 'foreign domestic managers.' He explained, "The manpower crisis expected in areas such as care workers, elderly care, and nursing assistants is an already determined future," and added, "The ‘foreign domestic manager’ policy, which I proposed two years ago and took the first step, also originated from these concerns."


He continued, "We should not let the discovery of some shortcomings during the pilot operation shake the entire initiative," and added, "Isn't the purpose of conducting a pilot project to identify and prevent potential problems in advance?"


Mayor Oh further stated, "What is important is the ‘will’ to not forget the ‘real problems’ of the future we are trying to solve and to seek solutions," emphasizing, "The appropriate introduction of foreign workers is an essential solution to fill the cracks in the house."
