Entrusting Customs Service with Tax Collection for High-Value and Habitual Tax Delinquents' Imported Goods
Seocho-gu, Seoul (Mayor Jeon Seong-su) announced on the 27th that it will take strong measures against habitual tax delinquents who have long overdue high tax payments by publicly disclosing the list of delinquents in November and entrusting the Customs Service with the disposition of imported goods subject to delinquency.
In March, the district announced the preliminary disclosure of the list to 16 habitual delinquents with overdue taxes exceeding 10 million KRW for more than one year and provided an opportunity for explanation until September. The final list of those subject to disclosure will be confirmed through the Local Tax Deliberation Committee in October.
The list of high-amount habitual delinquents will be published on the Seocho-gu website and WETAX in November. The disclosed information includes the delinquent’s name, business name (corporate name), age, occupation, address, and amount overdue. For corporations, the representative’s name will also be disclosed. This measure aims to encourage voluntary tax payment and establish a fair tax order.
Additionally, for high-amount habitual delinquents whose names are disclosed, the Customs Service will be entrusted with the disposition of imported goods such as personal belongings upon entry to ensure more thorough tracking and collection. Since this year, a detention system has been implemented for delinquents owing more than 50 million KRW, and the district has been intensively managing malicious delinquents by issuing detention warnings in August to prevent tax evasion.
As of the end of August, the scale of overdue local taxes in Seocho-gu last year was 48.3 billion KRW, with 952 delinquents owing more than 5 million KRW accounting for 32.8 billion KRW, or 67%. Over the past five years, the total amount collected from overdue taxes was 78.8 billion KRW, with 12 billion KRW in 2020, 14.7 billion KRW in 2021, 22.7 billion KRW in 2022, 14.9 billion KRW in 2023, and 14.9 billion KRW collected up to September this year.
