Master Plans for 5 First-Generation New Towns Fully Unveiled
First-Generation New Towns Planned for a Total of 300,000 Housing Units

The Ministry of Land, Infrastructure and Transport announced on the 25th that the 'Basic Plan for the Renovation of the Aging Planned City in Ilsan New Town' has been released, completing the blueprint for all five first-generation new towns.
The basic plans were sequentially unveiled: Jungdong and Sanbon on the 14th of last month, Pyeongchon on the 30th, Bundang on the 10th of this month, and Ilsan on the 25th.
The average floor area ratio (FAR) of Ilsan New Town is 169%, the lowest among the first-generation new towns. The standard FARs proposed in the basic plan are 300% for apartments and 360% for mixed-use residential complexes.
This will establish a foundation for the additional supply of 27,000 housing units. Until now, the area could accommodate 104,000 households (240,000 people), but going forward, it will be able to accommodate 131,000 households (300,000 people).
The first-generation new towns were representative new towns in Korea, developed through the '2 Million Housing Construction Plan' in the late 1980s to resolve housing issues in the Seoul metropolitan area.
Between 1989 and 1996, the five first-generation new towns were developed with a total of 292,000 housing units, and after more than 30 years, they have grown into cities with a total of 392,000 housing units.
According to the basic plan under the 'Special Act on Renovation and Support of Aging Planned Cities,' which began in April this year, a foundation for an additional supply of 142,000 housing units will be established, reorganizing the cities into a total of 537,000 housing units by 2035.
The basic plans for the five first-generation new towns are currently undergoing public review by residents, and will proceed through procedures including local council consultations, review by the Local Committee for Renovation of Aging Planned Cities, and approval by Gyeonggi Province, aiming to complete the establishment of the basic plans within this year.
The call for proposals for the first-generation new town pilot districts is also scheduled to proceed as planned, with local governments set to receive proposal submissions by the 27th.
