The Bundang Police Station in Gyeonggi Province announced on the 22nd that it had applied for an arrest warrant for a man in his 40s, Mr. A, on charges of special confinement. Mr. A, a former police officer, is suspected of tying up his wife, Ms. B, and confining her in a room for about an hour around 6 p.m. the previous day.

It was confirmed that Mr. A tied Ms. B’s hands and feet with homemade handcuffs and a necktie he had purchased himself during a marital dispute. The police received a 112 emergency call and arrived at the scene, arresting Mr. A on the spot.

According to the police investigation, Mr. A previously worked as a police officer but retired several years ago. He also has a prior criminal record for domestic violence.

The police have issued emergency temporary measures 1, 2, and 3 against Mr. A, restricting him from approaching within 100 meters of Ms. B and from contacting her via telecommunications (phone and email).

Additionally, the police plan to investigate whether Mr. A’s use of homemade handcuffs violates the Police Uniform Act, which prohibits the use and possession of equipment similar to police gear.
