A man in his 20s who illegally filmed passing women near Hongdae Entrance Station in Mapo-gu, Seoul, was caught by the police. The man attempted to flee immediately after a victim screamed, but was subdued by young men who rushed over upon hearing the scream.


According to the police on the 20th, the Mapo Police Station in Seoul is investigating a man in his 20s, identified as A, on charges of illegal filming using a camera under the Sexual Violence Punishment Act and assault. A is suspected of illegally filming women passing by near Hongdae Entrance Station in Seoul subway at around 5:40 p.m. on the 15th using his mobile phone. Police investigations revealed that when a woman who noticed the crime screamed, A immediately tried to escape. However, he was subdued by men in their 20s who ran over after hearing the scream. During this process, A engaged in a fierce physical struggle with two men who witnessed the crime. A was apprehended by police who responded to a citizen’s report about 60 meters from the scene.


The police stated, "Videos illegally filmed of multiple unidentified women’s bodies were also found on A’s mobile phone." The Mapo Police Station in Seoul has booked A on charges of illegal filming using a camera and assault, and plans to uncover additional crimes through digital forensics.


In July, there was also an incident where a citizen caught a man illegally filming at a Seoul subway station. At that time, a man who was illegally filming a woman from behind while following her up the stairs at a subway station in Seoul was caught by a citizen and dragged inside the station. The citizen who caught the man held him to report to the station staff and went down the subway stairs. However, the man strongly resisted, and the two engaged in a physical struggle. Shortly after, a station staff member who noticed the scuffle called 112, and the police arrived at the scene to arrest the man.


Meanwhile, according to Article 14 (Filming Using Cameras, etc.) of the Act on Special Cases Concerning the Punishment of Sexual Crimes, anyone who films the body of a person in a way that may arouse sexual desire or shame without the consent of the subject using a camera or similar device can be punished by imprisonment for up to seven years or a fine of up to 50 million won.
