Bus Drivers Can Penalize for Not Wearing Seatbelts

A nuisance passenger who casually placed their feet on the front bus seat is receiving backlash from netizens. Recently, a post titled 'Rude troublemaker on a Gyeonggi-do metropolitan bus' was uploaded on the online community BobaeDream. The post shared a photo of a man who had taken off his shoes and placed both feet on the headrest of the front seat while looking at his phone. The author wrote,

"He’s playing the troublemaker without even using earphones and has the video volume turned up loud. He should be ashamed of himself."


Netizens who saw the post also criticized the man. Comments included, "His socks even have holes, isn’t he embarrassed?", "He should be forcibly removed," and "This isn’t China, is this really Korea?" Furthermore, netizens shared similar experiences and expressed the need for measures against such nuisance passengers. However, since the behavior in the photo does not violate any laws, it is difficult for affected passengers or the bus driver to take direct action.


Meanwhile, one netizen offered a witty response. They pointed out, "To put both feet on the front seat, you have to push your lower body forward as much as possible, and in that posture, it is almost impossible to wear a seatbelt," adding, "If the seatbelt is not worn, the passenger can be forcibly removed." In fact, the man in the post also appears not to be wearing a seatbelt.


If a passenger does not wear a seatbelt, the bus driver can ask the passenger to sit properly and fasten the seatbelt while driving. This is because the amended Passenger Transport Service Act mandates that passengers on metropolitan express city buses, intercity buses, charter buses, and others must wear seatbelts. According to the amendment, all passengers, except in special cases such as patients and pregnant women, must wear seatbelts while the vehicle is in motion, and if a passenger refuses to wear a seatbelt, the driver may refuse boarding.
