Ulsan Jungang Elementary and Hakseong Elementary Selected as Lease-type Private Investment Operators

Ulsan Office of Education Signs Agreement with Ulsan Mirae Dream Tree Co., Ltd.

Project to Be Established by August 2027 with Investment of 62.5 Billion KRW

The Ulsan Metropolitan Office of Education (Superintendent Cheon Changsu) has selected (tentatively named) Ulsan Mirae Kkum Namu Co., Ltd. (CEO Park Jaeseok) as the private investment partner for the Green Smart Future School BTL project at Ulsan Jungang Elementary School and Hakseong Elementary School.


On the 13th, the Ulsan Office of Education held a signing ceremony for the Green Smart Future School Build-Transfer-Lease (BTL) private investment project with Ulsan Mirae Kkum Namu Co., Ltd. at the superintendent’s reception room, together with Ulsan Jungang Elementary School and Hakseong Elementary School.


Attendees at the ceremony included Park Hyungwan, head of the Green Smart Future School Promotion Team; Park Jaeseok, CEO of Ulsan Mirae Kkum Namu Co., Ltd.; Park Jinha, CEO of Jeongju General Construction Co., Ltd.; Jo Munrae, CEO of Eunpoong Construction Co., Ltd.; Kwak Mijeong, CEO of SM Co., Ltd.; and Ha Piljip, executive director of Kyungdong Construction Co., Ltd.


After announcing the BTL private investment project in December last year, the Office of Education went through evaluation procedures and has been in priority negotiations with Ulsan Mirae Kkum Namu Co., Ltd. since April this year.


The two parties held three main negotiations and six working-level meetings over 120 days, reaching detailed agreements on school layout, floor plans, project schedules, and space innovation focused on the curriculum.


The Ulsan Office of Education expects that this agreement will lead to the realization of a user-centered, eco-friendly, and digital-based future school.


Under this BTL project, Ulsan Jungang Elementary School and Hakseong Elementary School will have their buildings constructed by the project company, with ownership transferred to the Office of Education upon completion. The company will be responsible for management and operation for 20 years, with a total project cost of 62.5 billion KRW.


The total floor area of Ulsan Jungang Elementary School and Hakseong Elementary School will be 16,258 m² and 13,056 m², respectively.


The Office of Education plans to proceed with facility construction for 30 months, from February 2025 to August 2027, after detailed design following this agreement.


An official from the Ulsan Office of Education stated, "We will complete the construction safely and on schedule so that students can receive future-oriented teaching and learning in spaces where they want to go and stay."
