Electric Kickboard Speed Limit Reduced from 25 to 20 km/h
The government will establish new standards for floor structure defect assessments to prevent disputes over repairs related to noise between floors in public housing.
On the 12th, the government held an Economic Relations Ministers' Meeting chaired by Choi Sang-mok, Deputy Prime Minister and Minister of Economy and Finance, and announced the "Living Convenience Service Improvement Plan" containing these measures.
First, the parties authorized to conduct pre-inspections and request repairs for defects in newly constructed apartment buildings will be expanded beyond the prospective residents themselves to include relatives and third parties (agency companies). This is in response to frequent disputes over access caused by construction companies blocking defect inspection agencies from accompanying pre-inspections.
New standards for assessing floor structure defects related to noise between floors will be established, and the specialized psychological counseling service for noise conflicts, currently supported in the metropolitan area, will be expanded nationwide by next year. Regarding defect assessments for noise between floors, the Ministry of Land, Infrastructure and Transport will revise the public notice titled "Investigation of Apartment Defects, Calculation of Repair Costs, and Defect Assessment Standards" to create new quality standards for floor thickness and sound-absorbing materials (sound-absorbing fillers).
The criteria for establishing long-term repair plans for apartment buildings will be revised to add essential repair items such as fire evacuation facilities and to make repair cycles more realistic based on actual construction cases.
Additionally, the quality of services primarily used by the elderly will be improved, and consumer protection will be strengthened. A price display system will be introduced mandating funeral service providers without funeral facilities to display prices for funeral goods and services.
Guidelines will be provided on the scope of non-medical health management services (such as blood pressure and blood sugar management) and emergency care that can be offered in senior welfare housing, and facility installation standards will be improved so that non-disabled elderly individuals can also choose convenience facilities for vulnerable residents (such as seated shower facilities and height-adjustable washbasins) when moving into public housing.
Convenience in using vehicle rental services, which are increasingly used during local business trips and tourism, will also be improved. Before rental car contracts, customers will be notified of regular vehicle inspection results such as engine and brake performance, and measures to lower one-way usage fees by improving branch office registration standards will be reviewed.
To commercialize nationwide the “contactless payment technology” that recognizes users and processes payments without requiring card or device contact with terminals when using public transportation, a technical standard plan will be prepared.
Large hybrid vehicles will be allowed to be used as premium taxis if they meet vehicle size criteria (wheelbase of 2.895m or more) instead of engine displacement (2400cc or more) to obtain taxi licenses.
Legislation will also be pursued to promote safe use by strengthening speed limits for personal mobility devices such as electric kickboards (from 25 km/h to 20 km/h).
