"North Korean Cyber Attacks Are a Global Security Threat"
Prime Minister Han Duck-soo emphasized that various 'security threats' that are difficult to resolve through national-level efforts are emerging, and strengthening international solidarity and cooperation is an important task.
In his keynote speech at the '2024 Seoul Defense Dialogue (SDD)' held at Lotte Hotel Seoul on the 11th, Prime Minister Han stated, "The world is currently experiencing geopolitical competition intensifying amid turbulent international affairs."

The Prime Minister diagnosed, "We are on the brink of a security crisis due to the ongoing Russia-Ukraine war and the escalating instability in the Middle East," adding, "We are also facing new security threats such as various cyberterrorism using technologies like deepfakes, propaganda and agitation caused by fake news, large-scale disasters, and infectious diseases."
He continued, "As various threats that cannot be resolved solely through national efforts beyond military threats are emerging, strengthening international solidarity and cooperation is more important than anything else."
Regarding North Korea, he criticized, "North Korea is focusing on illegal nuclear and missile development and advancement while ignoring the freedom and human rights of its people," and added, "By signing a comprehensive strategic partnership treaty with Russia, it is increasing military and economic closeness, threatening not only the security of the Korean Peninsula but also global security."
He particularly noted, "North Korea's cyberattacks and virtual asset theft to secure funds for illegal nuclear development pose a real threat to global security," and said, "The government is further strengthening cyber security to stably operate national core functions and ensure the safety of the people."

He added, "As a member of the United Nations Security Council, we will promote global cyber security discussions, firmly establish cyber cooperation systems with major countries, and enhance the effectiveness of responses."
The SDD marked its 13th year since 2012. This year's event was attended by more than 900 participants from 64 countries, including minister-level officials from 8 countries, the largest scale ever. The main theme was 'Global Security Challenges and Seeking International Cooperation.'
