Establishing a Foundation for Revitalizing Former Commercial Centers Such as the 'Sangin Support Activation Specialized Street'

Gyeonggi-do, Pocheon-si Yeongbuk-myeon Urban Regeneration Project Kicks Off Conceptual plan for urban regeneration activation in Yeongbuk-myeon, Pocheon-si.

Gyeonggi Province announced on the 11th that it had finally approved the 'Yeongbuk-myeon Urban Regeneration Activation Plan' submitted by Pocheon City on the 10th.


The 'Urban Regeneration Activation Plan' is an implementation plan for promoting urban regeneration projects. According to the Special Act on the Promotion and Support of Urban Regeneration, the city or county, which has the authority to establish strategic plans, creates the plan, and Gyeonggi Province approves it.


Yeongbuk-myeon in Pocheon City was once an area where U.S. military bases were stationed. From around 1950 for about 20 years, shops and lodging facilities catering to U.S. military personnel flourished, developing into the northernmost commercial center. However, after the U.S. military base withdrew in 1970, the commercial district rapidly declined. Currently, with population decline and aging progressing, there is a need to restore the commercial district and improve the poor residential environment.


The Yeongbuk-myeon Urban Regeneration Activation Plan was first announced in October 2021. Through this revised activation plan, urban regeneration projects such as infrastructure and street environment maintenance will be actively promoted in the area around 517-14 Uncheon-ri, Yeongbuk-myeon, Pocheon City, covering approximately 210,000㎡.


The main contents of the revised activation plan include creating a complex cultural plaza utilizing the site of the old intercity bus terminal, establishing a startup hub center and parking lot for tourists, and street environment maintenance projects through the renovation of old houses and commercial buildings.


Additionally, to revitalize the commercial district, the plan includes creating specialized streets and constructing a multipurpose complex cultural center that provides complex cultural and community spaces, thereby laying the foundation to attract new visitors and restore village vitality.


Seo Sang-gyu, head of the Regeneration Management Team at Gyeonggi Province, said, “We hope that the urban regeneration project in Yeongbuk-myeon, Pocheon City, will serve as a catalyst for revitalizing the commercial district that has lost its hinterland demand,” and added, “We ask for the active interest and participation of the residents.”


Meanwhile, to revitalize declining old downtown areas in the province, the province has achieved the result of having the highest number nationwide with 67 sites selected for government urban regeneration contest projects by collaborating with cities, counties, and urban regeneration support centers through this year. Currently, including 20 Gyeonggi Province-type urban regeneration projects, urban regeneration projects are being promoted at 87 sites.
