REAIM High-Level Meeting Adopts 'Action Blueprint'
The dialogue forum discussing the responsible military use of artificial intelligence (AI), the '2024 REAIM High-Level Meeting,' concluded by adopting the outcome document titled 'Blueprint for Action.'
The participating countries of the REAIM High-Level Meeting stated in the outcome document adopted on the 10th, "It is important to maintain human control and intervention over all essential actions related to the provision and execution of sovereign decisions on the use of nuclear weapons, without undermining the ultimate goal of a world free of nuclear weapons."

Additionally, they emphasized the "need to prevent AI technology from being used in ways that contribute to the proliferation of weapons of mass destruction by non-state actors, including states and terrorist groups." They further noted the importance of establishing strong control and security measures to prevent irresponsible actors from acquiring and misusing military AI capabilities, including potentially dangerous AI-based systems.
Furthermore, there was consensus that principles such as ▲ AI applications being ethical and human-centered ▲ AI capabilities being applied in accordance with domestic and international law ▲ humans bearing responsibility and accountability for AI applications ▲ ensuring the reliability of AI applications through safeguards must be upheld.
While the joint call to action announced at last year’s first meeting emphasized the importance of multilateral cooperation, this outcome document presented more concrete implementation measures. Our government plans to promote follow-up discussions at forums such as the United Nations General Assembly based on this content.
Meanwhile, the REAIM High-Level Meeting is a 1.5-track (semi-official and semi-civilian) international multilateral forum launched to enhance the international community’s understanding of the impact of AI’s military use on international peace and security and to contribute to the formation of related international norms. The Seoul event, held over two days starting the previous day, was attended by 1,952 delegates from 96 countries, including 38 senior officials at the ministerial and vice-ministerial levels. The outcome document was supported by 61 countries.
