Three Candidate Sites Including Daejangdong 607beonji
Construction Starts in 2027, Completion Targeted for 2030
Bucheon City in Gyeonggi Province will hold resident briefings from the 23rd of this month to the 10th of next month in three district offices within the region and seven adjacent local governments to gather residents' opinions on the modernization project of the Resource Circulation Center (incineration plant).
The city announced that, in accordance with Article 13 of the Environmental Impact Assessment Act, it will announce the draft strategic environmental impact assessment report for the Bucheon Resource Circulation Center modernization project and the plan to hold explanatory meetings on the 10th on the city’s website and the Ministry of Environment’s Environmental Impact Assessment Information Support System.
According to relevant laws, residents’ opinions must be collected from basic local governments within 5 km of the boundary of the candidate sites. Accordingly, the draft strategic environmental impact assessment report will be made available for public inspection until the 15th of next month at city halls or district offices of Bucheon, Gimpo, Incheon Seo-gu, Bupyeong-gu, Gyeyang-gu, and Seoul Gangseo-gu, Yangcheon-gu, Guro-gu, which correspond to the boundaries of the three candidate sites, as well as some neighborhood community centers.
The strategic environmental impact assessment is a preliminary procedure for the Bucheon Resource Circulation Center modernization project, and the assessment target sites were selected through a site selection committee’s candidate site survey.
The site selection committee conducted five rounds of deliberations and surveyed sites larger than 100,000㎡ across the entire Bucheon area where the Resource Circulation Center could be located, then selected three candidate sites: Daejang-dong 607, Daejang-dong 84-7 area, and Gokang-dong 160-3 area.
Bucheon City is promoting the Resource Circulation Center modernization project with a budget of approximately 660 billion KRW, aiming to start construction in 2027 and complete it in 2030. Due to the amendment of the Waste Management Act Enforcement Rules, which prohibits direct landfill of household waste at the Sudokwon Landfill Site starting in 2026, the plan is to secure sufficient incineration capacity and improve aging waste treatment facilities.
In particular, within 20% of the total project cost for the incineration plant construction, the city plans to install benefit facilities desired by residents, creating a local landmark that can also serve as a community complex space.
A Bucheon city official stated, "Based on the collected residents’ opinions, we will introduce state-of-the-art, cutting-edge waste treatment facilities and minimize pollutant emissions to create an eco-friendly resource circulation facility that can alleviate residents’ concerns about health and safety."
