Seocho District Council, 9th Term Second Half First Extraordinary Session Resolves to Establish 'Seocho-gu Lifelong Learning City'

Resolution Adopted for Determining the Timing of Administrative Audit and Creating a Lifelong Learning City in Seocho-gu
Including 5 Member-Initiated Ordinances, a Total of 20 Agenda Items Approved

The Seocho District Council (Chairperson Go Seon-jae) concluded the schedule of the 9th Council's second half first extraordinary session (the 335th session) on the 9th after the 2nd plenary meeting.


First, the council decided to hold an administrative audit for a total of 8 days from November 15 to 22. In addition, the council deliberated on a total of 20 agenda items, including 5 ordinances proposed by council members, and adopted the “Resolution for the Creation of a Lifelong Learning City in Seocho-gu, Seoul” (led by Councilor Oh Ji-hwan), among other busy schedules.


Chairperson Go Seon-jae stated in the opening remarks, “This 335th extraordinary session marks the beginning of the second half of the Seocho District Council’s legislative activities,” and added, “We will conduct in-depth discussions to ensure that various projects closely related to residents’ welfare, culture, and safety are implemented effectively.”


Regarding the Seoripul Festival to be held on the 28th and 29th, the council requested, “Please make meticulous efforts in safety management so that it can be a festival enjoyed by everyone.”


During this extraordinary session, there were a total of six 5-minute free speeches. At the 1st plenary meeting held on the 3rd, Councilor Kim Seong-joo pointed out that conflicts and economic burdens between local governments and residents have intensified in recent reconstruction maintenance projects, and requested proactive mediation at the district level regarding donation burdens between Seoul City and associations.


Next, Councilor Oh Ji-hwan urged the establishment of a Seocho Smart Health City. To create a resident-customized health city incorporating the latest technology, he proposed the enactment of the “Smart Health City Charter” and suggested operating a “Seocho-type Smart Health Management Center for Youth” as a pilot project.

Following this, Councilor Kim Ji-hoon emphasized that safety is the most important factor in creating a “child-friendly environment” and requested that children’s safety be prioritized above all else in the development and maintenance of local parks, including Bangbae Saigil Park.


At the 2nd plenary meeting held on the 9th, Councilors Yoo Ji-woong, Park Mi-jung, and Park Jae-hyung delivered 5-minute free speeches. Regarding the national issue of low birth rates, Councilor Park Mi-jung emphasized the need for proactive district-level responses. She urged the active institutionalization of measures such as adjusting working hours and expanding subsidies for working parents raising children.


Councilor Yoo Ji-woong pointed out the poor traffic safety conditions for children commuting within the district and called for the district to prepare commuting measures for children traveling long distances to prevent safety accidents.


Lastly, Councilor Park Jae-hyung highlighted that the majority of suspects and victims of the recently serious social issue of “deepfake crimes” are teenage students, emphasizing the need for systematic education on artificial intelligence ethics and personal information protection to prevent side effects related to deepfakes.


Additionally, during the extraordinary session, the council approved a total of 20 agenda items, including 5 ordinances proposed by council members.


The approved agenda items are as follows. Six ordinances include ▲ Ordinance on the Operation of Seocho-gu Public Relations Ambassadors (Councilor Yoo Ji-woong) ▲ Ordinance on Fostering and Supporting the Cultural Content Industry in Seocho-gu, Seoul (Councilor Ha Seo-young) ▲ Ordinance on Family Support for Long-term Care Recipients in Seocho-gu, Seoul (Councilor Lee Hyun-sook) ▲ Partial Amendment to the Ordinance on the Installation of Dong Community Centers in Seocho-gu, Seoul ▲ Partial Amendment to the Ordinance on Promoting Bicycle Use in Seocho-gu, Seoul (Councilor Kim Ji-hoon) ▲ Ordinance on Promoting Green Buildings in Seocho-gu, Seoul (Councilor Ha Seo-young).
