Establishing a Stable Emergency Medical and Critical Care System
Comprehensive Situation Room Set Up to Respond to Various Incidents
Ulsan City has established and is implementing a 'Chuseok Holiday Comprehensive Plan' to ensure that all citizens can spend the Chuseok holiday comfortably and safely.
The comprehensive plan consists of nine areas: ▲ systematic situation management ▲ establishment of emergency medical and on-call treatment systems ▲ alleviation of shopping basket price burdens ▲ disaster and safety management measures ▲ traffic flow and safety measures ▲ protection measures for the livelihoods of ordinary citizens ▲ strengthened environmental management ▲ fostering a warm and sharing holiday atmosphere ▲ strict establishment of public service discipline.
First, Ulsan City will set up a comprehensive situation room during the holiday period, with 351 city officials (an average of 70 per day) prepared to respond quickly and systematically to various situations as they arise.
To provide emergency medical services during the holiday, the two weeks before and after Chuseok have been designated as the 'Chuseok Holiday Emergency Response Week,' focusing on establishing a stable emergency medical and on-call treatment system.
Seven emergency medical institutions, including Ulsan University Hospital, will be designated and operated with a 24-hour emergency treatment system. In addition, two holiday duty pharmacies and two public late-night pharmacies will be designated and operated. District health center clinics will also operate sequentially.
The emergency medical facilities include five hospitals: Dongcheondonggang Hospital, Ulsan Saemin Hospital, Good Morning Hospital, Ulsan Jeil Hospital, and Ulsan Elijah Hospital.
Furthermore, with citizens facing increased Chuseok price burdens due to continued price volatility and poor fruit production caused by worsening weather conditions, a comprehensive price control situation room will be operated and on-site inspections will be conducted to manage the prices of 20 key agricultural and livestock products.
From September 9 to September 15, a Onnuri Gift Certificate reimbursement event will be held at four local traditional markets (Taehwa, Sinjeong, Daewangamwolbong, Eonyang Alps), reimbursing up to 30% (up to 20,000 KRW per person) of the purchase amount of domestic seafood on the same day with Onnuri Gift Certificates. In addition, from August 28 to September 29, parking within two hours will be allowed around traditional market parking lots to improve convenience for market users.
To prevent disasters and safety accidents and maintain a 24-hour disaster situation management system, a disaster and safety alert situation room will be operated during the holiday, and safety inspections and fire vulnerability guidance will be conducted at multi-use facilities.
The 119 Comprehensive Situation Room will supplement its personnel during the holiday period to prepare for various incidents and accidents and will be fully ready for immediate dispatch if necessary.
As for traffic flow and safety measures, a 'Traffic Situation Room' will be operated to help homecoming travelers visit their hometowns conveniently, managing real-time traffic conditions, providing information, and guiding detour routes in case of congestion.
For passengers arriving late at KTX Ulsan Station on the eve of Chuseok, limousine bus service will be extended until 12:55 a.m. on September 17, Chuseok day.
To protect the livelihoods of ordinary citizens, an LP gas vendor rotation system will be implemented and a water supply situation room will be operated during the holiday to ensure smooth water and gas supply, along with emergency restoration measures for water supply facilities.
To strengthen environmental management, environmental patrols will be conducted in industrial complexes and surrounding rivers until September 18, and a special Chuseok environmental cleanup and rapid living waste collection system will be implemented to minimize citizen inconvenience.
To foster a warm holiday atmosphere, Ulsan City will carry out consolation activities at 113 locations, including facilities for the elderly and disabled, children's and homeless shelters, and will also actively conduct inspections to strictly establish public service discipline.
Mayor Kim Dukyum said, "During the Chuseok holiday, 351 staff members (an average of 70 per day) will be on duty in nine areas, not only providing guidance for civil complaints but also preventing incidents and accidents and responding swiftly to any citizen inconvenience."
