Busan Mayor Park Hyungjoon Proposes Balanced Development Strategy to Overcome Seoul-Centric Unipolarity

Attended by Governors from 13 Provinces, Divided into Keynote, General Sessions, and Media Booths

Busan Metropolitan City and the Governors Association of Korea (Chairman Park Hyungjoon) will hold the '2024 Governors Policy Conference' in Seoul at 10:30 a.m. on the 10th.

This event is the first policy conference hosted by the Governors Association of Korea under the theme 'The Future of Korea, Finding Answers in the Regions.'


The conference was organized for governors to directly diagnose the major crises facing Korea, present new discourses from the perspective of local governments, and seek solutions.


Governors from 13 regions nationwide will attend and share various policies based on their experiences in their respective regions.


Today's event will proceed in the order of opening ceremony, keynote session, and general sessions. It will officially begin with a keynote speech by Mayor Park Hyungjoon titled 'Balanced Development and a Sustainable Korea.' As chairman of the Governors Association, Mayor Park will diagnose the problems caused by the concentration of power in the Seoul metropolitan area and present regional innovation strategies to address them.


He is expected to point out that Korea's three major issues?1) the continued decline in potential growth rate, 2) unprecedented low birth rate, and 3) deepening social disparities?have already reached a critical point, calling for fundamental structural changes in Korean society.


To this end, he will argue for the need to intensively foster clear innovation hubs, concentrate innovation energy, spread positive ripple effects to neighboring areas, and move toward a metropolitan economic zone system that creates synergy. He will emphasize the necessity of 'bold autonomy and special privileges equivalent to a federal system.'


In particular, the keynote session will be broadcast live simultaneously by six broadcasters as a special program marking the 35th anniversary of the Broadcast Journalists Club (BJC), and is expected to serve as an opportunity to highlight the importance of balanced regional development in response to the risk of regional extinction nationwide.

The keynote session will be presented and discussed by governors from Busan, Jeonbuk, Chungnam, and Ulsan, who are members of the executive board of the Governors Association, focusing on the theme of this event.


The six broadcasters airing the live session are KBS, MBC, SBS, CBS, YTN, and MBN.


The following general sessions will feature in-depth discussions centered on three main topics: ▲Responding to population decline ▲Regional economy ▲Institutional improvement.


Nine regions, including Seoul, will present on each topic, and active exchanges of opinions among participants are expected.


Additionally, a separate media booth will be set up during the event to promote each region's policies, where one-on-one interviews with a Korea Broadcasting System (KBS) announcer will take place.


At this venue, Mayor Park is expected to state, "To achieve a new leap forward for Korea, the realization of a true era of local autonomy that revitalizes the regions is urgently needed," and will emphasize the necessity of developing Busan into a 'global hub city.'


Mayor Park Hyungjoon will also stress, "In the past, Korea's industrialization and development were not centered solely on the capital region. As Busan was classified as a growth-restricted city, concentration in the capital area intensified, leading to crises such as a decline in Korea's growth potential. Fostering innovation hubs in non-capital regions like Busan is the last opportunity to determine Korea's future."


This main event will be recorded and edited, and is scheduled to be broadcast twice on KBS1 from 3:10 p.m. to 4:00 p.m. on September 25 and 26.
