Kim Ilsu, a member of the North Gyeongsang Provincial Council (People Power Party, Gumi), proposed the "Ordinance on the Prevention and Management of Serious Accidents in North Gyeongsang Province" to strengthen safety in industrial sites and protect the lives and health of residents. The ordinance was finally approved at the 2nd plenary session of the 349th extraordinary meeting held on the 6th.
As recent serious accidents have highlighted the urgent need to strengthen safety management in industrial sites, this ordinance aims to enhance the role of local governments in creating safer working environments. While the Serious Accidents Punishment Act mainly focuses on penalties and obligations, the ordinance proposed by Kim Ilsu emphasizes prevention and supervision.
The main contents of the ordinance include the establishment and implementation of plans for the prevention and management of serious accidents, surveys on the actual conditions of serious accidents, the formation and operation of public-private consultative bodies, designation and management of key management targets, consulting support for business owners and management personnel, and provisions regarding education and publicity for the prevention of serious accidents.
Kim Ilsu stated, "Prevention is more important than punishment, and safety can never be overemphasized," adding, "I hope the enactment of this ordinance will raise awareness of safety management and prevention throughout North Gyeongsang Province, minimize the possibility of serious accidents, and help create a healthier and safer industrial environment."
