Building Permits and Industrial Complex Plan Changes Shift from Sequential to Parallel, Shortening Process by 1-3 Months

Yongin City in Gyeonggi Province announced on the 6th that it will improve the related permit processing procedures to ensure the timely operation of the 'Yongin Semiconductor Cluster General Industrial Complex' in Wonsam-myeon, Cheoin-gu. SK Hynix's production line (Fab) will be established in the Yongin Semiconductor Cluster Industrial Complex and is expected to produce high-bandwidth memory (HBM) and other products starting in 2027.

The improvement in the permit procedures focuses on quickly processing building permits submitted for individual lots within the industrial complex to prevent delays in infrastructure development.
Until now, if the building plan differed from the industrial complex development plan in the Yongin Semiconductor Cluster Industrial Complex, the industrial complex plan change procedure was first carried out before proceeding with the permit process for individual buildings.
The issue was that most plan discrepancies involved minor matters such as changes to retaining walls, slopes, or site elevation plans, but unnecessary time was spent due to these procedures. In fact, changes to the industrial complex plan require consultation with related agencies, not just the city alone. Especially, this procedure was repeated every time a building permit was applied for an individual lot, causing significant delays in administrative processing.
The improvement plan reflects the building permit plans for individual lots in the industrial complex plan and allows for simultaneous approval by conducting consultations with related agencies in parallel. The city expects this will shorten the procedure by about 1 to 3 months.
A city official stated, "We determined that rapid permit processing is the most important prerequisite for the timely commencement of the production line in the Yongin Semiconductor Cluster Industrial Complex, so we prepared this improvement plan," adding, "We will actively prepare administrative support measures to ensure the production line operates without any setbacks."
