Kim Young-seon, a member of the Gwangsan District Council in Gwangju (Democratic Party, Suwan-dong, Hanam-dong, Imgok-dong), who proposed the ordinance, saw the 'Gwangsan-gu Public Contest Project Management Ordinance' pass the review by the Administrative Autonomy Committee at the 291st Gwangsan District Council extraordinary session.


This ordinance was prepared to systematically review and manage the appropriateness, validity, and funding plans of major public contest projects for district development, and to efficiently attract and promote them.


The main contents include obligating the district mayor to regularly identify whether national or other public contest projects are being implemented and to establish a comprehensive plan annually for comprehensive and systematic management.


Additionally, it requires prior review of legality, validity, and funding plans, as well as processes for collecting residents' opinions and consulting related departments.


In particular, reporting to the council was also made mandatory: public contest projects with a total project cost of 100 million won or more must be reported to the council before applying for the project, and the overall progress of the project must be reported once a year.


Council member Kim Young-seon said, “Through this ordinance, it is expected that the council and the executive branch can communicate and cooperate in advance to enhance the completeness of public contest projects,” adding, “As the representative body of the residents, we will oversee and review the entire public contest projects to ensure that the speed and direction of the projects proceed correctly.”
