Rep. Kim Mi-ae Proposes Legislation to Investigate Causes of Sudden Vehicle Acceleration Accidents

Amid increasing incidents suspected to be sudden unintended acceleration and growing social controversy over the causes of such accidents, a bill has been proposed to promptly and clearly identify the causes and fundamentally promote the prevention of sudden unintended acceleration accidents.

According to the "Partial Amendment to the Automobile Act" proposed on the 2nd by Kim Mi-ae, a member of the People Power Party representing Busan Haeundae-eul, the bill includes provisions to mandate automobile manufacturers and others to supply accident data extraction devices to the market and to establish a basis for promoting the installation of pedal black boxes.


The bill allows the Minister of Land, Infrastructure and Transport to recommend automobile manufacturers and sellers to install recording devices (pedal video recording devices) that store video footage of the operation of acceleration and brake pedals inside vehicles to activate the installation of pedal video recording devices in automobiles. Additionally, if a person aged 65 or older who holds a driver's license installs a pedal video recording device in their vehicle, the state and local governments may partially support the costs according to presidential decree.


Along with this, the bill also mandates automobile manufacturers and sellers to compulsorily supply devices (accident data extraction devices) that enable buyers to easily extract information stored in accident data recorders.


Assemblywoman Kim Mi-ae stated, "There is a growing need for active utilization of accident data recorders, which have recently been mandated for installation," but added, "Automobile manufacturers and others monopolize the operation of devices that extract information stored in accident data recorders, so currently, verification of recorded information is only possible through automobile manufacturers and others." She emphasized, "To complement the possibility of errors in accident data recorders and strengthen the evidential power regarding accident causes, it is necessary to encourage automobile manufacturers and others to install pedal black boxes and to induce voluntary installation by drivers."


She continued, "If this bill passes the plenary session and is implemented, it is expected to enhance the usability of automobile record information and encourage automobile manufacturers and others to make more active efforts to prevent sudden unintended acceleration accidents," explaining, "By enabling the rapid and clear identification of the causes of sudden unintended acceleration accidents, unnecessary social controversies can be minimized."
