Seongbuk-gu Establishes Comprehensive Chuseok Plan... Seongbuk-gu, Seoul (Mayor Lee Seung-ro) has established the "2024 Seongbuk-gu Chuseok Comprehensive Plan" to ensure a safe and comfortable Chuseok holiday for Seongbuk residents, and will implement it from the 13th to the 19th of this month.


The district announced that it has prepared 22 measures focused on securing residents' safety and providing convenience in daily life, centered on four major areas: livelihood, traffic, daily life, and safety, as well as establishing public service discipline.


The livelihood measures focus on tailored support for vulnerable groups and revitalizing the local economy and traditional markets. Along with the existing human safety net, the district will conduct more thorough monitoring by combining a smart check-in system that uses phone call history and AI check-in services, which officially started in August.


Price stabilization will also be promoted through the operation of a comprehensive price countermeasure situation room. From the 2nd to the 30th of this month, a total of five agents will monitor the supply and price trends of Chuseok holiday essential goods, manage price situations, and crack down on unfair trade practices. Efforts will also be made to prevent delayed wages for construction and service contract companies and to provide advance payments before the holiday.


The mayor personally oversees the revitalization of traditional markets. Mayor Lee plans to visit six traditional markets in the district (Gireum, Donam, Dolgoji, Jangwi Traditional, Jeongneung, Jeongneung Arirang) from the 6th to the 13th to support merchants and listen to their opinions.


Each traditional market will hold discount events on ritual items, issue gift certificates to customers who purchase market goods, and conduct prize draws and sharing events. Gireum and Dolgoji markets will allow temporary parking for 170 meters at the market entrance, and Jeongneung Market will open its public parking lot.


To reduce the financial burden on Seongbuk residents and revitalize the local commercial district during Chuseok, local love gift certificates will also be actively issued. A total of 18 billion KRW worth of gift certificates will be issued, with 8 billion KRW on the 3rd and 10 billion KRW on the 10th. This issuance includes a first-come, first-served 5% payback event, effectively providing a 10% discount.


Traffic measures include enforcement for smooth traffic flow and free parking lot openings. To this end, a comprehensive traffic countermeasure situation room will be operated, and 28 illegal parking enforcement officers will respond actively to complaints in three shifts, 24 hours a day. Traditional markets and small stores will be subject to flexible enforcement focused on guidance, as long as it does not interfere with vehicle traffic or pedestrian safety.


During the holiday period, 21 elementary, middle, and high schools in the district, six public parking lots, and five parking lots attached to religious facilities will be opened free of charge. Sharing of resident-priority parking spaces is also actively encouraged and promoted.


Daily life measures focus on strengthening garbage collection and timely disposal to minimize inconvenience. From the 15th to the 18th of this month, a "cleaning situation room" will be operated, and cleaning situation and mobile teams will be organized to promptly respond to cleaning complaints during the holiday period.


Prior to this, the district is concentrating on promoting garbage disposal days by region during the Chuseok holiday through all available publicity channels, including the district newsletter and website.


After the Chuseok holiday, a "rapid response mobile team" and local community centers will conduct special patrols to immediately collect accumulated roadside garbage. In addition, special large-scale cleanups led by residents will be carried out through autonomous cleaning by district.


The most notable safety measure is the operation of an "emergency medical treatment situation room." From the 14th to the 18th of this month, the situation room will operate daily from 9 a.m. to 6 p.m. on the first floor of the health center. The room will provide information on hospitals, clinics, and pharmacies open during the Chuseok holiday, and if necessary, the health center’s rapid response team will be dispatched to set up on-site emergency medical stations.


To respond immediately in case of disasters or emergencies, a 24-hour emergency duty system will be maintained, and stepwise duty will be carried out according to the scale of wind and flood damage.


Until the 30th of this month, a public service discipline establishment and comprehensive situation room will also be operated. Focused inspections on the acceptance and provision of money and entertainment through unannounced spot checks are underway, along with service discipline inspections. Any violations found, including serious public service misconduct such as bribery, entertainment acceptance, and fraud, will be reported to judicial authorities and strictly disciplined according to relevant regulations.


Mayor Lee Seung-ro stated, "With prolonged medical gaps and economic crises, the hearts of our residents facing this Chuseok holiday may be uneasy in many ways. We have meticulously established and are concretely implementing comprehensive measures focusing on the four major areas closely related to daily life, and all public officials in Seongbuk-gu are doing their best together to ensure that everyone can have a prosperous and safe holiday."
