Yangsan City Successfully Concludes 2024 Ulji Exercise

Over 1,200 Participants from 19th to 22nd, Successfully Concluded

Yangsan City in Gyeongnam successfully concluded the Ulji Exercise, which was conducted over four days from the 19th to the 22nd, with the participation of more than 1,200 people from the public sector, private sector, military, police, fire department, and related organizations.

First, on the 14th, a preparation briefing for the Ulji Exercise and the 3rd quarter Integrated Defense Council meeting were held under the leadership of the mayor, during which emergency response systems were checked and cooperation among related organizations was strengthened.


As a key part of the training, on the 14th, an unannounced emergency assembly was conducted for essential public officials to master rapid wartime transition procedures, achieving a 100% response rate. From the 19th to the 22nd, about 150 staff members from the city and related organizations participated each day in a 24-hour rotating shift for a tabletop exercise, handling various scenario plans based on complex wartime situations. In addition, through discussions with related departments and organizations, they established and implemented a Chungmu Plan suitable for wartime situations.


In particular, during the situation briefings chaired by the mayor in the morning and the vice mayor in the afternoon, participants engaged in in-depth discussions on hypothetical wartime scenarios, and each department head led discussions on wartime budgets, cyberterrorism, and other issues.

On the second day, the 20th, a comprehensive training exercise was held at the Ungsang Water Purification Plant to prepare for biochemical terrorism targeting national infrastructure during the early stages of war. Over 200 participants from the military, police, fire department, Nakdong River Basin Environmental Office, Korea Water Resources Corporation, and other related organizations and groups took part, checking the organic emergency response system.


On the fourth day, all 39 civil defense shelter facilities in the city were pre-inspected in preparation for a civil defense air raid drill. At 2 p.m. on the 22nd, an air raid siren signaled the start of a 20-minute civil defense air raid drill with citizen participation.


The demonstration air raid drill for civil defense was held at Namyangsan Subway Station, where the Women's Civil Defense Mobile Unit, Volunteer Fire Brigade, Autonomous Disaster Prevention Corps, and local leaders from Mulgeum-eup distributed promotional leaflets and pamphlets about the drill and conducted evacuation training for citizens. After the drill, the Yangsan City Reserve Forces Unit provided gas mask training for citizens to prepare for chemical, biological, radiological, and fire emergencies.


Additionally, as part of security events during the Ulji Exercise, Yangsan City Hall hosted a security photo exhibition, survival shooting experience, and military defense exhibition. CPR training and gas mask wearing experience were also provided at each town and district office as well as the Ungsang Water Purification Plant, fostering a sense of security and safety among citizens.


Mayor Na Dongyeon said, "During the Ulji Exercise, our city officials mastered wartime mission procedures, enhancing our ability to respond comprehensively to national emergencies. Through the active participation and cooperation of related organizations and groups, we were able to further strengthen the safety network of the local community. I would like to express my encouragement to the staff who participated in the training without a single lapse, even while working 24-hour shifts in the heat wave."
