4401 Multi-Family Housing Units Supplied in Ssangmundong, Siheung 1-dong, and Ogeum-dong

First Case Applying Relaxed Regulations in Height Restriction Zone

A total of 4,401 Moa Housing units will be supplied in the Ssangmun-dong, Siheung 1-dong, and Ogeum-dong areas of Seoul.


On the 23rd, Seoul City held the 12th Small-scale Housing Maintenance Integrated Review Subcommittee and announced on the 25th that four integrated reviews, including the ‘Dobong-gu Ssangmun-dong Moa Town,’ had passed.

In Ssangmun-dong, seven Moa Housing sites are being promoted in two areas: 494-22 (area 37,319.8㎡) and 524-87 (area 83,526㎡), supplying a total of 2,718 households (including 525 rental units). These areas represent the first Moa Town case applying the eased regulations of the altitude district. Designated as the Bukhansan altitude district in 1990, the height limit was capped at 20m (28m after easing), but with this review, the limit has been relaxed to a maximum of 45m, enabling project advancement.


Additionally, the height restriction of 28m set by the Bukhansan landscape management guidelines has been improved: the originally restricted width of 20m along the west side of Ssangmun-dong Moa Town by the Uicheon Stream has been reduced to about 9m, and the northern Haedeung-ro area has been reduced from 20m to 15m. Along with this, to protect the Bukhansan landscape, a viewing axis toward Bukhansan has been secured, and plans include creating a waterfront park along Uicheon Stream, improving pedestrian environments, and arranging sections to activate streetscapes, thereby revitalizing the waterfront space.

The Ssangmun-dong Moa Town project was selected as a public management pilot project with participation from Seoul Housing & Communities Corporation (SH) in March last year due to difficulties caused by urban planning regulations. The public sector is involved in establishing management plans by strengthening architectural design and supporting on-site support teams, and will actively support detailed feasibility analyses and administrative assistance for association establishment based on the approved management plans in the future.


The city explained, “Ssangmun-dong Moa Town is the first ‘Mountain Foot Moa Town’ project applying a new maintenance model with eased regulations and specialized maintenance. It is expected to contribute to regional development by creating a pleasant residential environment through efficient and planned maintenance.”


1,578 Units in Siheung 1-dong

In Geumcheon-gu Siheung 1-dong, around lot 864 (area 80,429㎡), five Moa Housing sites are being promoted, supplying a total of 1,578 units (including 404 rental units). This area was designated as a Moa Town last November to apply eased standards for Moa Housing (such as expanded project implementation area and relaxed aging criteria).


Two project-possible zones and two project promotion zones (areas where associations have been established) will have their zoning upgraded from Type 2 and Type 2 General Residential Areas (up to 7 floors) to Type 3, allowing associations to be established within a floor area ratio of around 300% without floor restrictions, enabling Moa Housing projects.


In connection with the redevelopment project underway nearby (around Siheung 1-dong lot 871), a northern road connecting Siheung-daero and Doksan-ro has been planned. Upon project implementation, some parcels along the arterial road will be secured for roads, and owners of these parcels will be able to participate as association members in the project promotion area. To alleviate parking difficulties, a public parking lot with about 50 spaces will be constructed at the entrance of Hyundai Market.


The city stated, “It is expected that chronic parking problems and concerns about flooding in semi-basement houses in aging low-rise residential areas will be resolved through rapid housing supply and infrastructure maintenance and securing.”

105 Units in Ogeum-dong by 2027

In Songpa-gu Ogeum-dong, around lot 35-1, a total of 105 housing units (including 21 rental units) will be supplied by 2027. Two buildings ranging from three basement floors to 15 above-ground floors will be constructed between Bangi Station and Ogeum Station on Subway Line 5. Development efficiency has been improved through floor area ratio relaxation (from 200% to 250%) and building height relaxation (from up to 7 floors to 15 floors) for rental housing construction.


In particular, to improve the pedestrian environment for residents, a 2m-wide sidewalk-type front setback was created on the east, west, and south roads, and the rooftop of the community facility was designed to connect with the complex’s rest area, providing a three-dimensional outdoor space.
