Applications Accepted by Autonomous Districts from Individuals and Corporations Throughout September

Gwangju City, which is focused on installing a new resource recovery facility (waste incineration plant), announced the 'Eco-friendly Resource Recovery Facility Site Selection Plan' on its website on the 22nd.
The resource recovery facility is an essential facility to strengthen the self-processing capacity of household waste in the Gwangju area and establish a stable processing foundation in accordance with the 2030 ban on direct landfill of combustible household waste and the principle of processing at the place of generation.
In particular, the Gwangju resource recovery facility contest is the first in a metropolitan city to proceed with a 'first local district application, then city project promotion' method.
This follows an agreement made in July between the five local districts responsible for waste disposal and Gwangju City to ▲install a metropolitan resource recovery facility through 'first local district application, then city project promotion,' ▲make efforts to submit at least one appropriate candidate site per local district, and ▲provide more than 60 billion KRW for benefit facility installation costs and 50 billion KRW in special support funds to the final site local district.
Accordingly, the five local districts will accept applications for candidate sites for the resource recovery facility from individuals, corporations, and organizations from September 2 to 30. The local districts will review the local conditions and compliance with relevant laws for the applied sites, and if necessary, conduct prior consultations with relevant institutions to prepare a site candidate review opinion and submit it to Gwangju City by October 25.
Gwangju City plans to hold a site selection committee formed under the Waste Facility Promotion Act to select the optimal candidate site by considering the feasibility study results from specialized institutions for the candidate sites submitted by the local districts.
Especially in this contest, to expedite the site selection process, matters requiring specification during the contest were supplemented, and detailed guidelines such as a contest guidebook were disclosed to help applicants and local districts understand.
The scale of the resource recovery facility remains unchanged at 650 tons per day, while the application area was subdivided into green areas (76,000㎡ or more), development restriction zones (GB) and management areas (50,000㎡ or more), considering facility expandability and benefit facilities, applying building coverage ratios by land use zones.
It was specified to exclude areas such as development restriction zones of grade 1-2, ecological natural grade 1 areas, and areas with obstacles that would excessively increase project duration and additional budget.
The application requirements remain the same as before, mandating more than 50% consent from household heads registered as actual residents within 300 meters of the site boundary and submission of a self-review report on the applied site. If the applicant and landowner are different, a sales consent form from more than 60% of the landowners for the application area must be attached.
Jung Mi-kyung, head of the Resource Circulation Division of Gwangju City, stated, “The newly constructed resource recovery facility will be an eco-friendly facility incorporating the latest technology and equipment,” and added, “As it is an essential facility in accordance with the government’s 2030 ban on direct landfill of household waste, we ask for your cooperation.”
