Sancheong County in Gyeongnam is focusing its administrative efforts on introducing a rural stay-type shelter system.
According to Sancheong County on the 22nd, the rural stay-type shelter, scheduled to be implemented in December, is a temporary accommodation facility in rural areas where people can experience both agriculture and country life. This is in response to the increasing demand for returning to farming and rural living due to social changes such as urban overcrowding.
In particular, it is a new concept of rural stay-type residential facility that replaces the existing farm huts, which are currently not allowed to be used for accommodation under current law. Sancheong County plans to thoroughly prepare for the implementation, including promoting the system, to ensure it is established as soon as possible.
Once the system is implemented, any farmland owner will be able to build a shelter of up to 33 square meters in total floor area, excluding auxiliary facilities, on their own farmland without a separate permit for change of use. In addition to the shelter area, it will be possible to install a deck, eaves, and septic tank, and parking for one vehicle will be allowed.
However, if a farm hut already exists, the combined total floor area of the existing hut and the new shelter must not exceed 33 square meters. The shelter can be used for three years after initial installation, and its use can be extended in three-year increments for up to 12 years through additional applications.
If the existing farm hut meets the location and standards for a rural stay-type shelter, it can also be converted into a rural stay-type shelter through an owner notification process within a certain period.
With the introduction of this system, Sancheong County also plans to legalize farm huts that have in effect been used as residential facilities in violation of the law.
County Governor Lee Seunghwa said, "Once the rural stay-type shelter system is established, it will promote population inflow by improving the quality of life in rural areas and revitalizing exchanges between urban and rural communities."
