A 24-Story Apartment Complex with 299 Units to Be Built in Sinseol 1 District

Including 77 Rental Housing Units and 33 Publicly Supported Private Rentals
Elderly Centers, Small Libraries, and Indoor Community Exercise Facilities to Be Opened

A total of 299 apartment units in a multi-family housing complex up to 24 stories high will be built in Sinseol 1 District near Sinseol-dong Station on Subway Lines 1, 2, and the Ui-Sinseol Line.

On the 21st, Seoul City announced that the 4th Integrated Review Committee for Redevelopment Projects approved the integrated review proposals for two projects: the 'Sinseol 1 District Public Redevelopment Project' and the 'Seosomun District 10 Urban Maintenance-type Redevelopment Project.'


Sinseol 1 District is a public redevelopment project underway in the area of 92-5 Sinseol-dong, Dongdaemun-gu, with the Korea Land and Housing Corporation (LH) designated as the public implementer. The project includes constructing a multi-family housing complex with 299 units, including 77 rental housing units and 33 publicly supported private rental units, in a building ranging from 2 basement floors to 24 above-ground floors, along with ancillary welfare facilities and neighborhood living facilities.


To enhance convenience for local residents and activate the community, facilities such as senior citizen centers, small libraries, and indoor community exercise facilities will be open to the public. In response to the street near Sinseol-dong Station, a street-type commercial area will be arranged to improve accessibility for the existing pedestrian flow. Sinseol 1 District is scheduled to begin construction next year after obtaining approval for the project implementation plan and management disposition plan.


The integrated review also included an educational environment evaluation. Overlapping issues with architectural reviews, such as sunlight rights, noise, and vibration, which are important to the educational environment, were addressed together. When conducting individual educational environment evaluations, routine demands such as facility repairs or school support are often raised, but this integrated review focused fundamentally on strengthening learning rights and commuting safety through construction site safety management.


The integrated review for redevelopment projects is a system that simultaneously reviews various fields related to project implementation plan approval, including architecture, landscape, urban planning, transportation, and education. This process reduces the review period, which typically took more than two years, to as short as six months.

The Seosomun District 10 Urban Maintenance-type Redevelopment Project near City Hall Station (area around 58-7 Seosomun-dong, Jung-gu) also passed the review. The project involves demolishing aging buildings such as the Donghwa Building (16 floors) and parking tower (10 floors), completed in 1970, and constructing office facilities ranging from 7 basement floors to 19 above-ground floors.


The city designed the building considering harmony with major buildings in the traditional office-dense Seosomun District area and planned to create pedestrian and green spaces linked with the adjacent Seosomun Districts 11 and 12.


Han Byung-yong, Director of the Housing Office at Seoul City, said, "The Integrated Review Committee for Redevelopment Projects, now in its fourth session, has quickly become established, and the integrated review has reduced overlapping and conflicting review opinions, significantly easing the burden of preparing permits for project implementation approval. We will continue to improve the system and provide support to play a major role in housing stability."
