Personnel Appointments for Civil Servants Not Listed in the Official Rank Hierarchy, Etc.
It was revealed during a comprehensive audit that Hongseong County in South Chungcheong Province made inappropriate personnel decisions.
According to the South Chungcheong Province Audit Committee on the 16th, a total of 65 improper administrative actions were discovered and corrective measures were taken following an audit of Hongseong County conducted from June 3 to 14. In addition, 349 million won that had been inappropriately paid, including improper wages, was ordered to be recovered.
The county is required to appoint a legal representative or an acting official according to the official rank order when a vacancy occurs. However, it was belatedly discovered that in December last year, an individual referred to as A, who was not included in the rank order, was appointed without a prior review by the personnel committee.
According to the ordinance on the operation of administrative organizations and staffing, each department must assign personnel according to rank and job series. However, eight employees in six departments were assigned to positions that did not match their job series, resulting in a warning. Four public officials were also given extra points for holding certifications unrelated to their job duties, which also resulted in a warning.
It was also found that annual leave compensation and wages were inappropriately paid.
Under the Local Public Officials Service Regulations, a medical certificate must be submitted if sick leave exceeds six days per year. However, 2.31 million won was improperly paid as annual leave compensation without following the required procedure, resulting in a corrective order.
The county also processed temporary worker B as having worked normally in 2022 and 2023, even though some work was not performed, and paid 1.13 million won in wages improperly.
In the case of subsidized projects, instructor fees are to be paid only to external instructors, not employees. However, B, who was the secretary general of a subsidized organization, was registered as an assistant instructor for a subsidized project’s educational program while also receiving a salary, and improperly received 5.6 million won.
Negligence in fire safety management was also pointed out.
Heads of public institutions are required by regulations to establish a fire safety plan every year and conduct fire drills and training at least twice a year. However, seven towns and townships failed to establish fire safety plans from 2022 to 2024, and four townships have not conducted any fire drills since 2022.
