Selected as an Excellent Case in the "Government Preparing for the Future" Category with Customized Support Policies for Youth and Future Generations
Highly Rated for Implementing Life-Oriented Support Policies for Single Youth Households through Public-Private-Academic Cooperation, Including 'Seongdong Hanyang Win-Win Dormitory' from Move-In to Settlement
The youth single-person household housing support policy of Seongdong-gu, Seoul (Mayor Jung Won-oh) was selected as an excellent case in the “Government Preparing for the Future” category at the ‘2024 Government Innovation Championship’.
The ‘2024 Government Innovation Championship’ (formerly Government Innovation Excellent Case Competition) is a contest hosted by the Ministry of the Interior and Safety to discover outstanding innovation cases from central government, local governments, and public institutions and to share their achievements. Excellent cases are selected in three categories: ‘Government Preparing for the Future,’ ‘Government Solving Problems,’ and ‘Government Working Digitally,’ and then the overall champion is chosen at the end of the year.
In the first category, ‘Government Preparing for the Future,’ a total of 192 cases were submitted from central government, local governments, and public institutions. Through a first round of expert review and a second round of online public voting, a total of 14 excellent cases were selected: 7 tailored support policies for future generations such as youth, and 7 proactive responses to upcoming future crises and risks such as population decline and climate crisis.
Seongdong-gu was selected as an excellent case for tailored support policies for future generations such as youth by promoting a living-close housing support policy that assists youth single-person households from moving in to settling down through public-private-academic cooperation. Among local governments nationwide, Seongdong-gu is the only one selected.
To alleviate housing cost burdens for youth, the district implements policies such as operating the ‘Half-Price One-Room’ Seongdong Hanyang Cooperative Dormitory, supporting moving vehicles for youth single-person households and providing ‘half-price brokerage fees,’ and supporting the purchase of daily necessities for youth’s first single-person household, thereby promoting housing stability for youth and implementing living-close youth support policies that reflect actual policy demands.
The ‘Seongdong Hanyang Cooperative Dormitory’ is a system where LH, Seongdong-gu, Hanyang University, and landlords cooperate to support one-room rent at about half the market price. It received particularly high praise for presenting a housing welfare model based on solving local problems and coexistence and cooperation. The district began a pilot operation in March 2019, the first in the nation, and has supported a total of 211 households to date.
Going forward, excellent cases will also be selected in the ‘Government Solving Problems’ and ‘Government Working Digitally’ categories. The top cases in each category will be decided through a final public presentation evaluation at the ‘2024 Government Innovation Championship’ finals held on November 14 at the Kim Dae-jung Convention Center in Gwangju.
Jung Won-oh, Mayor of Seongdong-gu, said, “I am pleased that Seongdong-gu has received excellent external evaluations as a result of proactively implementing policies for stable housing for youth single-person households,” and added, “We will continue to promote tailored youth policies in various fields, including housing, so that the youth who will lead future society can become healthy and stable in their independence.”
