Voluntary Animal Registration Reporting by the End of September...Fine up to 1 Million Won for Violations

Incheon City is operating a voluntary animal registration reporting period until the 30th of next month to promote the registration of companion dogs.


According to the Animal Protection Act, if you raise a dog over 2 months old for companionship purposes, you must register it at an animal registration agency within 30 days. Additionally, if there are any changes such as a change of owner, change of owner's address or contact information, or the death of the registered animal, you must report them.


If you violate the animal registration obligation, a fine of up to 1 million KRW may be imposed, and if you fail to report changes, a fine of up to 500,000 KRW may be imposed. However, during this voluntary reporting period, if you newly register a companion dog or report changes, fines for unregistered or delayed change reports will be waived.


Starting from October, after the voluntary reporting period ends, the city plans to conduct inspections targeting unregistered animals and those who fail to report changes in places with high companion animal traffic, such as parks.

Companion dog registration can be done by bringing an ID card to a nearby animal hospital designated as an animal registration agency. Change reports can also be made online through the 'National Animal Protection Information System' and 'Government 24'.


As of the end of last year, 16,950 companion animals (dogs and cats) were newly registered in Incheon, and information on a total of 219,030 animals is registered and managed. This accounts for 6.7% nationwide, ranking third after Gyeonggi and Seoul.


An official from Incheon City urged, "Animal registration is essential for establishing a mature companion culture, so please make sure to register animals and report changes without fail during the voluntary reporting period."
