Bar Association "Received Application to Initiate Disciplinary Action Against Kwon Soon-il... Referred to Incident Investigation Committee"
The Korean Bar Association (KBA) has initiated disciplinary proceedings against former Supreme Court Justice Kwon Soon-il, who has been indicted for violating the Attorney-at-Law Act.
On the 9th, a KBA official stated, "We received the prosecution's request to commence disciplinary action against former Justice Kwon, referred the matter to the Investigation Committee, and assigned a lead investigator. Given the significant social impact of this issue, we have proceeded with the process as swiftly as possible." The Investigation Committee may request the Disciplinary Committee to initiate disciplinary action after conducting investigations and internal reviews.

The prosecution indicted former Justice Kwon without detention on the 7th for violating the Attorney-at-Law Act and applied to the KBA to start disciplinary proceedings the day before. Former Justice Kwon is accused of engaging in attorney activities such as analyzing trial situations, drafting legal documents, and providing legal arguments while serving as an advisor at Hwacheon Daeyu Asset Management, whose major shareholder is Kim Man-bae, a developer of Daejang-dong, without registering as an attorney with the KBA from January to August 2021 after his retirement.
The Disciplinary Committee, which determines the final level of discipline, consists of nine members: two judges, two prosecutors, three attorneys, one law professor, and one non-legal professional. Under the Attorney-at-Law Act, disciplinary measures are categorized into five types: permanent disbarment, disbarment, suspension of up to three years, fines up to 30 million KRW, and reprimand.
Former Justice Kwon is also under investigation for allegations of trial trading related to the "Daejang-dong 5 Billion Club." This involves claims that in July 2020, when the Supreme Court overturned and remanded the case of former Democratic Party leader Lee Jae-myung on charges of violating the Public Official Election Act with a not-guilty verdict, Kwon, who played a casting vote role, was promised a large sum of money by Kim.
