Seoul's First Resident Proposal-Based Moa Town Management Plan Public Review... Approval and Announcement Scheduled for Second Half
Large-Scale Residential Complex to Form with Nearby Redevelopment Sites... Expected Population Influx and Commercial Revitalization
Gwanak-gu (Mayor Park Junhee) will conduct the first-ever resident review in Seoul for the approval of the management plan (draft) for the Moa Town area around 655-78 Sillim-dong, which will be promoted through a 'resident proposal' method for 15 days starting August 8.
The 'resident proposal' method, where residents directly establish the management plan, differs from the autonomous district contest method by increasing the participation rate of original residents and preventing the influx of speculative forces, thereby avoiding resident conflicts caused by redevelopment projects.
The Moa Town target area around 655-78 Sillim-dong consists of old single-family houses and multi-family houses densely packed, with a strong will to promote redevelopment projects, and had previously established a street housing maintenance project association early on.
The management plan (draft) was established after two rounds of preliminary expert advisory meetings by Seoul City and consultations with related district departments in April and July. After conducting the resident review of the management plan (draft), the approval and notification procedures for the 'small-scale housing maintenance management area,' which has legal effect as Moa Town, will proceed.
The Moa Town around 655-78 Sillim-dong is adjacent to the Sillim 8 District Rapid Integration Planning target site, and once the redevelopment projects are completed, a shared living area will be created to share various infrastructures.
Additionally, together with the Sillim 7 District Rapid Integration Planning target site and the Nangok-dong Moa Town target area, it is expected to form a 'large-scale residential complex,' revitalizing commercial districts through population inflow.
Currently, besides the area around 655-78 Sillim-dong, the district is conducting service projects to establish management plans in Moa Town target areas selected through the autonomous district contest method, including ▲1535 Bongcheon-dong area ▲1021 Bongcheon-dong area ▲635-540 Bongcheon-dong area ▲938-5 Bongcheon-dong area. The recently selected area around 697-20 Sillim-dong is also preparing procedures for establishing a management plan.
Mayor Park Junhee said, “I hope the Moa Town around 655-78 Sillim-dong becomes a successful model of the resident proposal method,” and added, “We will swiftly promote the Moa Town project to meet the residents' aspirations for low-rise residential area development.”
